SB 2969: RELATING TO SPECIAL MANAGEMENT AREAS.

Excludes the reconstruction or alteration of certain existing single-family residences from the definition of "development" for purposes of the special management areas law. Authorizes county planning authorities to further define new single-family residence construction Requires the county authorities to consider sea level rise when reviewing and approving all developments. SB 3097: RELATING TO THE UNIVERSITY OF HAWAII.

Establishes the Statewide Rat Lungworm Disease Working Group for research and education for the prevention, treatment, and eradication of rat lungworm disease. Requires a report to the Legislature prior to the Regular Session of 2019. Appropriates funds. (SB3097 HD1)

SB 2501: RELATING TO HOMELESSNESS.

Requires the Governor to identify available state land for the establishment of ohana zones where homeless persons may reside and sets preliminary milestones that shall be met by the Department of Human Services. Provides limitation on liability for government entities and volunteers providing services. Requires the Hawaii Public Housing Authority to perform public housing improvements and renovations statewide and create a rent supplement pilot program. Appropriates funds to the Department of Human Services, Department of Health, and Hawaii Public Housing Authority for various programs and services to address homelessness. (SB2501 HD1)

SB 2598: RELATING TO SALARY OVERPAYMENTS.

Requires each department to deduct the department's total salary overpayment from the department's budget request for the following fiscal biennium. Requires that employees who exhaust their sick leave be placed on a manual accounting system. Removes the two-year statute of limitations on determination and collection from an employee of salary and wage overpayment. (SB2598 HD1)

SB 2056: RELATING TO HEALTH.

PART I: Clarifies restaurants that sell children's meals that include a beverage for a single price shall make the default beverage a healthy beverage. PART II: Establishes a home care agency licensing program in the Department of Health. Authorizes the Department of Health to adopt interim rules to effectuate the licensing program. Requires the Department of Health to issue temporary licenses for home care agencies until the Department approves or disapproves the application in accordance with their interim rules. Requires the Department of Health to report to the Legislature on the progress of the licensing program. (SB2056 HD2)

SB 2704: RELATING TO WIRELESS BROADBAND FACILITIES.

Establishes a process to upgrade and support next-generation wireless broadband infrastructure throughout the State. Establishes a permitting, application, review, and approval process for wireless providers or communications services providers to install wireless facilities on state or county solely-owned utility poles, or install associated utility poles, in the right of way. Applies to permit applications filed with the State or county after December 31, 2018. (SB2704 HD1)
