SB 2602: RELATING TO PROCUREMENT.

Requires the State Procurement Policy Board to conduct annual compliance examinations of procurement contracts that are over $50,000 of an unspecified minimum number of executive departments, divisions, or agencies. Requires the State Procurement Policy Board to also select any department, division, or agency for a compliance examination to ensure compliance with the State Procurement Code. Requires the State Procurement Office to report its findings to the legislature. (SB2602 HD1)

HB 2611: RELATING TO SUBSTANCE ABUSE TREATMENT.

SB 2393: RELATING TO EDUCATION.

Requires the Department of Education to create a comprehensive plan to establish alternative learning schools in each complex area in the State. Requires the Department of Education to submit the plan to the Legislature prior to the 2019 Regular Session. Describes students who will be served by alternative learning schools. SB 2189: RELATING TO VICTIM RIGHTS.

Provides that failure of state and county officers and employees to carry out or comply with chapter 801D, HRS, shall provide a basis for disciplinary action, with certain exceptions. Requires competent authority to immediately report such disciplinary action to the Legislature. (SB2189 HD1)

SB 2498: RELATING TO POLYSTYRENE FOAM CONTAINERS.

Prohibits the sale of polystyrene foam containers and serving of prepared foods using polystyrene foam containers statewide. Authorizes the Department of Health to adopt rules to implement the prohibition and include within its administrative rules a requirement for prepared food vendors to educate their customers about proper disposal of nonreusable food containers and litter reduction. SB 2839: RELATING TO AGRICULTURAL ENTERPRISES.

Establishes a new agricultural enterprise program within the department of agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture. Creates two new positions to implement the program. Establishes the agricultural enterprise special fund. Makes an appropriation. Effective 7/1/2050. (SD2)

SB 2747: RELATING TO NONPROFIT CORPORATIONS.

Amends the Hawaii Nonprofit Corporations Act to clarify that a public benefit corporation may not purchase its memberships; that the term "director" only includes those who have the authority to vote as a member of a board; and that a corporation with members may provide that some of its directors may be appointed or designated in the corporation's articles or bylaws. Allows the attorney general more time to review a proposed sale of substantially all of the assets of a corporation, other than in the regular course of its activities. (SB2747 HD1)
