SB 222: RELATING TO THE GENERAL EXCISE TAX.

Exempts the sales of mobility enhancing equipment, durable medical equipment, prosthetic devices, prescription drugs sold pursuant to a doctor's prescription, diabetic supplies, medical oxygen, and human blood and its derivatives from the general excise tax for the taxable years beginning after December 31, 2018. Amends the definitions of "prosthetic device" and "prescription drugs". (SB222 HD1)

SB 318: RELATING TO EXTRACURRICULAR ACTIVITIES.

Allows home-schooled students to participate in extracurricular activities offered at the public school that they would otherwise be required to attend. Establishes a task force to determine criteria for prioritizing students who attend a public school over home-schooled students when determining which students may participate in an extracurricular activity. SB 2601: RELATING TO PROCUREMENT.

Requires procurement officers to complete periodic performance evaluations of certain contractors. Establishes factors to be included in any evaluation, consideration, or review of past performance, and ratings standards for those factors. Requires past performance to be factored into future bid selection of contractors for certain contracts. Requires past performance to be considered in all sole source procurement and any competitive sealed contracts that exceeds the small purchase threshold. Appropriates funds. (SB2601 HD1)

HB 2547: RELATING TO SUSTAINABILITY.

Renames the office of planning as the office of planning and sustainability and incorporates sustainability into the duties and responsibilities of the office to ensure long-term planning, coordination, and implementation of Hawaii's sustainability goals and policies. SB 2304: RELATING TO TOBACCO.

Prohibits the issuance of new retail tobacco permits, beginning 11/1/18, for businesses that are located within 500 feet of a preschool, school, or public playgrounds. Enunciates that a business holding a valid retail tobacco permit prior to 11/1/18, is eligible for renewal even though the business is within 500 feet of a preschool, school, or public playgrounds. Beginning on 12/1/2051, prohibits the sale of tobacco products and electronic smoking devices by businesses that are located within 500 feet of a preschool, school, or certain public playgrounds. Codifies the Department of Taxation's administrative rule specifying when the Department may suspend, revoke, or decline to renew a retail tobacco permit. (SB2304 HD2)

SB 2428: RELATING TO LAW ENFORCEMENT.

Prohibits the hiring of a state or county law enforcement officer if the candidate's previous position as a law enforcement officer was terminated while the officer was in poor employment standing. Requires background checks for prospective police officers. (SB2428 HD1)
