HB 1698: RELATING TO COLLECTIVE BARGAINING.

Amends bargaining unit (14). Retains state law enforcement officers under bargaining unit (14). Creates a separate bargaining unit (15) for state and county ocean safety and water safety officers. Takes effect upon approval. (SD1)

SB 2866: RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND EMPLOYEE-BENEFICIARY MONTHLY CONTRIBUTIONS.

Requires newly retired employees and surviving employee-beneficiaries to pay their share of health benefits premiums through monthly electronic deductions from their employees' retirement system pension or their financial institution. Requires monthly contributions not electronically withheld, deducted, or transmitted to be paid directly to the employees' retirement system fund by the first day of each month. (HD2)

HB 1673: RELATING TO THE STATE ETHICS CODE.

Clarifies that the Hawaii State Ethics Commission and each house of the legislature shall adopt rules regarding disclosure of the nature and extent of any interest or transaction that the legislator believes may be affected by the legislator's official action. (SD1)

SB 2188: RELATING TO WILDLIFE OFFENSES.

Provides that all animal parts, products, or items containing prohibited animal parts or products involved in the commission of wildlife trafficking or certain hunting offenses shall be considered contraband to be forfeited to and disposed of by the State. (SD1)

SB 3103: RELATING TO A SCHOOL FACILITIES AGENCY.

Establishes the school facilities agency to be responsible for all public school development, planning, and construction, related to capital improvement projects assigned by the legislature, governor, or board of education. Places management of school impact fees with the agency. (HD2)

SB 3158: RELATING TO MOTOR VEHICLES.

Prohibits intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional air bag, or air bag that does not meet federal safety requirements, with the intent that such device replace an air bag in any air-bag-required motor vehicle. Prohibits intentionally or knowingly selling, offering for sale, installing, or reinstalling in an air-bag-required motor vehicle any device that causes the air-bag-required motor vehicle's diagnostic systems to fail to warn that an air bag is not installed or the air-bag-required motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional air bag, as applicable. SB 3054: RELATING TO FIREARM REGISTRATION.

Requires every person who permanently moves firearms out of the State to contact the county police department where the firearms are registered to notify that police department that the firearms have been moved out of State within five days of their removal from the State. Imposes a fine of $100 per firearm for violations. (HD1)

HB 2054: RELATING TO EMPLOYMENT PRACTICES.

Prohibits an employer from requiring an employee to enter into a nondisclosure agreement pertaining to sexual harassment or sexual assault. Prohibits an employer from retaliating against an employee for disclosing or discussing sexual harassment or sexual assault. Takes effect upon its approval. (SD1)

SB 3117: RELATING TO HOMELESSNESS.

Extends the emergency department homelessness assessment pilot program and medical respite pilot program to 06/30/2021. Clarifies the lapse date for encumbered resources for the pilot programs that were previously appropriated pursuant to Act 209, SLH 2018. Effective retroactively to 06/29/2019. (HD2)
