HB 2238: RELATING TO EMERGENCY PREPAREDNESS.

Establishes the Safe Keiki Grant program to award funds to qualified DOE schools to purchase supplies for students to remain at school shelters for 48 hours in the event of an emergency. Appropriates funds. Effective 7/1/2050. (SD1)

HB 2332: RELATING TO THE LOW-INCOME HOUSING TAX CREDIT.

Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit. Caps the state low-income housing tax credit at 50% of the federal low-income housing tax credit. Effective 1/1/2050. (SD2)

HB 2073: RELATING TO URBAN REDEVELOPMENT.

Establishes the Kanoelehua industrial area and Banyan drive region as a redevelopment district until June 30, 2028. Authorizes a local redevelopment agency to contract with a developer for construction of non-residential uses on public land within the redevelopment district consisting of the Kanoelehua industrial area and Banyan drive region until 6/30/2028. Takes effect on 7/1/2050 and sunsets on 6/30/2028. (SD1)

SB 2383: RELATING TO EDUCATION.

Authorizes payment of National Certification Incentive bonuses to school psychologists. Amends provisions for bonuses for teachers and school psychologists at targeted, high-turnover, and hard-to-fill schools, including such schools that have improved so as to lose that designation. Amends general fund per-pupil funding calculation to exclude bonuses, incentives, and payments beyond regular wages and requires separate budget line items for these costs. Appropriates funds for public and charter school bonuses. (SB2383 HD1)
