SB 2193: RELATING TO EMPLOYMENT DISCRIMINATION.

Limits the convictions that may be used in employment decisions, from all convictions in the most recent ten years, to felony convictions that occurred in the most recent seven years and misdemeanor convictions that occurred in the most recent five years. (HD2)

HB 1942: RELATING TO CHILD ABUSE REPORTING.

Adds members of the clergy, commercial computer technicians, and commercial film, and photographic print or image processors to the categories of persons who are required to report child abuse and neglect to DHS or police. Provides a "safe harbor" through February 28, 2021, for reporting by clergy of known or suspected child abuse that was previously unreported. (SD2)

HB 285: RELATING TO PUBLIC SAFETY.

Requires county police departments to disclose to the Legislature the identity of an officer upon an officer's suspension or discharge. Amends the Uniform Information Practices Act to allow for public access to information about suspended officers. Authorizes the law enforcement standards board to revoke certifications and requires the board to review and recommend statewide policies and procedures relating to law enforcement, including the use of force. Allows the law enforcement standards board, until December 31, 2021, to finalize its standards and certification process. (CD1)

SB 2262: RELATING TO THE HAWAII TEACHER STANDARDS BOARD.

Amends the powers and duties of the Hawaii teacher standards board to authorize the issuance of certificates for teachers at private schools and extending the expiration dates for licenses, permits, and certificates when a state of emergency is declared under section 127A-14, Hawaii Revised Statutes. Allows the department of education and charter schools to employ emergency hires for more than three years if authorized by the Hawaii teacher standards board. (HD2)

HB 2543: RELATING TO ACCESS TO LEARNING.

Requires parents or guardians of public school and charter school kindergarten students to disclose information on the student's prior child care program or prekindergarten attendance, if any, for the purpose of determining areas having the highest need for prekindergarten and child care programs. Requires assessment of public school and charter school kindergarten students. Removes public charter school prekindergarten programs from the administrative authority of the Executive Office on Early Learning. Establishes that the State Public Charter School Commission has administrative authority over all state-funded early learning programs in public charter schools. Establishes the preschool open doors special fund. Expands Preschool Open Doors Program eligibility from 4-year-old children to all children who are 3 to 4 years old who are in the 2 years prior to kindergarten entry. Requires annual reporting regarding the revenues and expenditures of the early learning special fund. Establishes a program for Department of Human Services to award grants for preschools. Authorizes positions for the Preschool Open Doors Program. Appropriates funds for Department of Human Services to expand its information technology system for the purpose of managing information on prekindergarten attendance and child care need and to contract for and operate preschool and child care programs. Establishes the goal of providing all children who are 3 to 4 years old who are in the 2 years prior to kindergarten entry with enrollment in a preschool program by the year 2032. Appropriates funds to the University of Hawaii for building classrooms for Hawaiian language immersion pre-kindergarten programs. Appropriates funds for building early learning services classrooms on public library property. (SD2)

SB 3119: RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES OR THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, OR DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends or repeals various provisions of the Hawaii Revised Statutes or the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, or deleting obsolete or unnecessary provisions. (SB3119 HD2)

SB 785: RELATING TO COLLECTIVE BARGAINING.

Makes appropriations for collective bargaining cost items for the members of collective bargaining units (2), (3), (4), (7), (8), (9), (13), and (14) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative, for fiscal biennium 2019-2021. Appropriates moneys to meet collective bargaining requirements under emergency medical services contracts. (CD1)

SB 2612: RELATING TO SPORTS OFFICIALS.

Allows a court to enjoin a defendant convicted of committing certain assault or terroristic threatening offenses against a sports official from attending any sports event of the type at which the sports official was engaged in the lawful discharge of the sports official's duties. (HD1)

SB 2386: RELATING TO WASTE MANAGEMENT.

Prohibits any waste or disposal facility from being located in a conservation district except in emergency circumstances to mitigate significant risks to public safety and health. Requires no less than a one-half mile buffer zone around residences, schools, and hospitals for the construction, modification, or expansion of a waste or disposal facility. Specifies that "waste or disposal facility" excludes individual, state certified, non-industrial redemption centers. (HD2)
