HB 1172: RELATING TO FIREWORKS.

Establishes property owner liability for illegal aerial devices possessed or set off on their property by others. Allows probable cause for fireworks offenses to be established from statements from witnesses and photographs, video, and other recordings authenticated by witnesses. Takes effect on October 1, 2018. SB 1011: RELATING TO MOTOR VEHICLE REGISTRATION.

Establishes an additional motor vehicle registration fee for electric motor vehicles, hybrid motor vehicles, and plug-in hybrid motor vehicles, and deposits the money into the State Highway Fund. Appropriates funds for the operation and maintenance of the State Highway Program. (SB1011 HD1)

HB 424: RELATING TO THE UNIVERSITY OF HAWAII.

Reinstates the President of the University of Hawaii as the chief procurement officer for contracts for construction and construction related professional services furnished by licensees under Chapter 464, Hawaii Revised Statutes. Requires the University of Hawaii to submit an annual report to the Legislature detailing a list of all capital improvement projects approved by the Board of Regents prioritized by each campus no later than 20 days prior to the convening of each Regular Session. Repeals 6/30/2021. Effective 7/1/2050. (SD2)

SB 2890: RELATING TO TAXATION.

Amends the general excise tax law by adding a definition for "marketplace provider". Provides that a person with no physical presence in the State shall be considered to be engaged in business in the State if, in the current or immediately preceding calendar year, the person has gross receipts attributable to transactions in the State totaling $100,000 or more. Clarifies that a person who sells or assists in the sale of tangible personal property and who provides customer service, processes payments, and controls fulfillment is the seller of the property for general excise tax and use tax purposes. HB 2330: RELATING TO HOUSING.

Extends exemption from general excise tax for development costs of affordable rental housing certified by HHFDC. Removes limits on costs eligible for exemption and authorizes exemption for substantially renovated projects. Prohibits discrimination against tenants based solely on receipt of Section 8 housing assistance. (SD2)
