SB 2849: RELATING TO MOTOR VEHICLE REGISTRATION.

Classifies certain former military vehicles as special interest vehicles. Enables owners of former military vehicles to apply for registration with the Director of Finance of the county in which the former military vehicle resides. Makes conforming amendments. (SB2849 HD1)

SB 2774: RELATING TO INSURANCE.

Updates various areas of the State's insurance laws to: adopt the NAIC's Corporate Governance Annual Disclosure Model Act beginning on 1/1/2020; allow the Department of Commerce and Consumer Affairs and the Insurance Commissioner to determine whether a request to add or change a trade name or assumed name satisfies certain requirements; clarify certain provider reimbursement requirements; adopt revisions to the Insurance Holding Company System Regulatory Act beginning on 1/1/2020; provide the Insurance Commissioner with additional regulatory authority to supervise or liquidate a captive insurer; enable the Insurance Division to create stopgap measures, until 12/31/2020, to implement the Network Adequacy Model Act; and make various housekeeping amendments to clarify existing language and avoid ambiguities. SB 2333: RELATING TO RETIREMENT SAVINGS.

Requires the Legislative Reference Bureau to conduct a study on the feasibility of implementing the Hawaii Retirement Savings Program and to submit to the Legislature a report detailing its findings and proposals. If the results of the study are positive, a Hawaii Retirement Savings Board is established to administer the Hawaii Retirement Savings Program and the Hawaii Retirement Savings Program Administrative Fund. Requires the Board to annually report to the Governor and Legislature. Gives the Department of Budget and Finance interim rule making authority. Appropriates moneys. (SB2333 HD1)

SB 2122: RELATING TO ELECTRIC VEHICLES.

Requires 25% of parking for certain residential multi-unit buildings and commercial buildings built after 7/1/2018 be electric vehicle charger ready. Clarifies the existing parking fee exemption for electric vehicles and specifies application at state airports. Extends the parking fee exemption for parking fees charged by state authorities until 6/30/2024. (SB2122 HD1)

SB 2334: RELATING TO PLANNING.

Requires the State and counties to incorporate predictions of sea level rise and other climate change hazards and mitigation opportunities into applicable plans, strategies, and mapping. HB 2072: RELATING TO SECTION 711-1109, HAWAII REVISED STATUTES.

Prohibits certain restraints and tethers that endanger, or deny sustenance, to a dog. Authorizes the court to assess fines, order performance of community service, require mental health counseling, or order attendance at educational classes concerning animal abuse prevention in addition to or in lieu of other penalties. SB 2846: RELATING TO IRRIGATION.

Permits the transfer of operational authority over the portions of the East Kauai irrigation system operated and maintained by the East Kauai Water Users' Cooperative as of 7/1/2018, to the Department of Agriculture upon adoption of rules. HB 2753: RELATING TO HOMELESSNESS.

Part I: Establishes and appropriates funds for the Ohana Zone Pilot Program. Part II: Establishes and appropriate funds for the Emergency Department Homelessness Assessment Pilot Program. Part III: Authorizes DHS to establish the Return-to-Home Pilot Program and appropriates funds for the program. Part IV: Establishes and appropriates funds for a pre-arrest diversion pilot project. Part V: Appropriates funds to the Department of Human Services for the coordinated statewide homeless initiative. Part VI: Establishes and appropriates funds for a pilot project to operate a facility to provide shelter and mental health treatment for homeless individuals with severe mental illness who are subject to an assisted community treatment order or court ordered guardianship. Takes effect upon approval of the Department of the Attorney General. Part VII: Appropriates funds for various housing projects for vulnerable homeless individuals. Exempts the Department of Human Services from rulemaking pursuant to chapter 91, HRS, in the planning and construction of housing for vulnerable homeless populations. Requires services providers to enter data into the homeless management information system. Effective 7/1/3000. (SD2)

SB 2914: RELATING TO PROCUREMENT.

Requires any governmental body that enters into a contract that is exempt from the State Procurement Code pursuant to Section 103D-102(b), Hawaii Revised Statutes, such as a contract for procurement of services of attorneys employed or retained to provide legal services to the State or any of its agencies, to report that contract to the State Procurement Office and Legislature.
