SB 2218: RELATING TO A FOOD HUB PILOT PROGRAM.

Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food. Provides for the award of grant funding to qualified applicants wishing to establish or expand a food hub or provide certain technical assistance. Authorizes the issuance of general obligation bonds for the Honalo Marshalling Yard. Requires reports to the Legislature. Appropriates funds. (CD1)

HB 1872: RELATING TO SUSTAINABILITY.

Requires the Department of Land and Natural Resources to recognize that game mammals and game birds provide a food source, that striking an appropriate balance between the management of game mammal and game bird populations and sustainability of the animals' natural habitats to reduce negative impacts to important watershed areas is a priority, and that the State's unique relationship with the ocean requires careful consideration and management of land and ocean activities that prioritize the public trust responsibilities of the State. Requires each department, office, or agency of the State to update the department, office, or agency's rules and policies to integrate the local hunting and fishing industries into any food security or sustainability strategies that department, office, or agency employs. SB 2990: RELATING TO SUSTAINABLE AGRICULTURE.

Establishes a cover crop reimbursement pilot program to provide up to 75 per cent cost reimbursement to farming operations in the State for the acquisition of cover crop seeds, green manure, or compost. Requires the convening of a review panel to screen and rate applicants on the quality of their cover crop, green manure, and composting practices. Establishes a cover crop reimbursement pilot program manager position within the department of agriculture to administer the program. Requires reports to the legislature. Appropriates moneys. (CD1)

HB 177: RELATING TO SEXUAL ASSAULT.

Amends the offenses of sexual assault in the first and third degree perpetrated against a person who is mentally defective to provide that a perpetrator commits the offense if the perpetrator is negligent in not knowing of the mental defect of the victim. (CD1)

HB 2744: RELATING TO GUN VIOLENCE PREVENTION.

Establishes the gun violence and violent crimes commission. Requires reports to the Legislature. Makes it a class C felony to purchase, manufacture, or otherwise obtain firearm parts for the purpose of assembling a firearm having no serial number. Amends certain requirements relating to firearms registration. (SD2)

SB 2486: RELATING TO EDUCATION DATA.

Requires the department of education to establish a standardized data collection process; collect and analyze data relating to, among other things, student discipline, seclusion, and restraint, school climate, and student achievement; and annually report certain information to the board of education, legislature, and the public. HB 361: RELATING TO EMOLUMENTS.

Beginning 11/1/2022, prohibits the governor and each county mayor, while holding those offices, to maintain any other employment, maintain a controlling interest in a business, or receive any emolument, beginning on the sixty-first calendar day after their election or appointment to office. Effective 7/1/2020. (SD2)
