SB 1428: RELATING TO THE COUNTY SURCHARGE ON STATE TAX.

Authorizes any county with a population equal to or less than 500,000 that adopts a county surcharge on state tax ordinance to use the surcharges received from the State for infrastructure and public safety. Effective 7/1/2050. (SD1)

SB 1027: RELATING TO HEARING AIDS.

Requires health insurance policies and contracts issued after 12/31/19 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every 36 months. Exempts mandatory health care coverage from impact assessment report. Effective 7/1/2050. (SD2)

HB 996: MAKING AN APPROPRIATION TO THE STATE PUBLIC CHARTER SCHOOL COMMISSION TO MAINTAIN AND CONTINUE THE CURRENT FEDERALLY FUNDED CHARTER SCHOOL PREKINDERGARTEN CLASSROOMS.

Appropriates moneys for fiscal year 2019-2020 to the State Public Charter School Commission to maintain and continue the current federally funded eighteen existing charter school prekindergarten classrooms that were provided for by a federal preschool development grant. (HB996 HD2)

SB 1504: RELATING TO TAXATION.

Requires a tax return preparer to have a valid preparer tax identification number issued by the Internal Revenue Service. Requires the tax return preparer to furnish the preparer's tax identification number on any return or claim for refund as required by the Department of Taxation. Establishes penalties. Applies to tax returns filed after 12/31/2019. (SD1)

SB 1078: RELATING TO LOW-SPEED ELECTRIC BICYCLES.

Amends the definition of "bicycle" for the purposes of county vehicular taxes, highway safety laws, and Statewide Traffic Code by adding and defining low-speed electric bicycles and requiring that an operator of a low-speed electric bicycle be at least 15 years of age. Effective 7/1/2050. (SD2)

SB 1293: RELATING TO A MUTUAL ASSISTANCE AGREEMENT.

Authorizes the State to enter into a mutual assistance agreement with an out-of-state utility or other energy provider in order to restore power and utility service to the State, without regard to any regulatory law, in times of an emergency or natural disaster. Effective 7/1/2050. (SD2)

SB 419: RELATING TO MARRIAGE.

Raises the minimum age requirement to enter into marriage from sixteen to eighteen years of age. Removes the parental consent and written approval by the family court requirements for a minor to marry. Requires, rather than permits, the family court to declare void the marriage contract on the ground that the parties, or either of them, had not attained the legal age of marriage at the time of the marriage. Removes spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage. Makes conforming amendments. (SD1)

SB 1251: RELATING TO LEASE EXTENSIONS ON PUBLIC LAND.

Authorizes the BLNR to extend the rental period or term of leases of public lands for commercial or industrial use upon approval of a proposed development agreement to make substantial improvements to the existing improvements as long as the length of any extension granted does not extend the original lease term by more than 40 years. Establishes causes of economic hardship for which BLNR may modify or eliminate any of the existing statutory restrictions, extend or modify the rental period, or extend the term of these leases and amends the conditions for BLNR's approval of any modification, elimination, or extension.
