SB 714: RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Imposes the transient accommodations tax on resort fees that are calculated separately from the advertised transient accommodation's rate. Clarifies the calculation of the transient accommodations tax. Amends the formula for the amount of transient accommodations tax to be collected from time shares by increasing the base on which time share occupancy is taxed from one-half of the gross daily maintenance fees paid by the owner and are attributable to the time share unit to one hundred per cent of the gross daily maintenance fees. Requires transient accommodations intermediaries to register with the director of taxation before arranging to furnish transient accommodations at noncommissioned negotiated contract rates. Specifies that the transient accommodations tax is to be collected from transient accommodations intermediaries who arrange transient accommodations at noncommissioned negotiated contract rates in the same manner as transient accommodations operators. Applies to taxable years beginning after 12/31/2019. (SD2)

SB 941: RELATING TO AGRICULTURAL LANDS.

Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations. HB 1246: RELATING TO TRESPASS.

Specifies that for purposes of making a complaint for criminal trespass in the second degree on commercial premises, evidence of a prior reasonable warning or request to leave the premises may be evidenced by a copy of the previously issued written warning or request, whether posted at the premises or retained by the county police department. HB 1125: RELATING TO THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS.

Appropriates funds for Fiscal Biennium 2019-21 for operations of the Department of Commerce and Consumer Affairs division under Program ID CCA104 - Financial Services Regulation. House Committee on Intrastate Commerce. Repeals the existing statutory requirement that $2,000,000 of certain taxes collected on bank and financial corporations be deposited to the credit of the compliance resolution fund. Requires adjustments to fees and assessments collected by the Division of Financial Institutions based on the amount of moneys credited to the division in the compliance resolution fund. Requires the Commissioner of Financial Institutions to adjust fees or cease collection of payments when the mortgage loan recovery fund attains a funding level of $750,000. (HB1125 HD2)

SB 560: RELATING TO ELECTIONS.

Enacts voting by mail uniformly across all counties for all elections commencing in 2022. Establishes a limited number of voter service centers that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail system. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2020 through 2025, regarding the implementation of a vote by mail system. Effective 7/1/2050. (SD2)

SB 1463: RELATING TO TAXATION.

Replaces the environmental response, energy, and food security tax with a carbon emissions tax. Repeals state fuel taxes under the fuel tax law. Requires the Department of Business, Economic Development, and Tourism to submit an annual report to the Legislature. Takes effect 7/1/2050; provided that repeal of the fuel tax credit for commercial fishers takes effect on 1/1/2051 and shall apply to taxable years beginning after 12/31/2019. (SD2)
