SB 569: RELATING TO THE HAWAII CIVIL RIGHTS COMMISSION.

Includes programs and activities that also receive federal financial assistance within the meaning of programs and activities receiving state financial assistance. Reiterates the legislature's intent of ensuring non-discriminatory access to State financially assisted programs, as it relates to the Hawaii civil rights commission's jurisdiction. Excludes claims cognizable under the Individuals with Disabilities Education Act from the Hawaii civil rights commission's jurisdiction. (SD2)

SB 1135: RELATING TO THE LAND USE COMMISSION.

Provides the Land Use Commission with the power to amend, revise, or modify a decision and order granting a district boundary amendment, or fine a petitioner, when there has been a finding by the Land Use Commission that a petitioner or its successors or assigns have not adhered to a representation made by the petitioner or a condition imposed by the commission, regardless of whether there has been substantial commencement of use of the land. Defines "substantial commencement". Effective 1/1/2020. (SD2)

SB 1382: RELATING TO THE LEGISLATIVE BROADCAST PROGRAM.

Requires both chambers of the legislature to establish rules for livestreaming public hearings and informational briefings at the State Capitol to the public through audiovisual technology. Appropriates moneys. Requires the legislative broadcast program to make an audio or audiovisual recording of all public hearings and informational briefings held at the State Capitol and maintain an archive of the recordings to be made available to the public. HB 246: RELATING TO CHARTER SCHOOLS.

Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the State Public Charter School Commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools. (HB246 HD2)

SB 1307: MAKING AN APPROPRIATION FOR THE DEPARTMENT OF EDUCATION TO STUDY THE FEASIBILITY OF COMBINING THE RESOURCES AND ORGANIZATION OF THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES WITH THE DEPARTMENT OF EDUCATION ON THE ISLANDS OF KAUAI, MAUI, MOLOKAI, LANAI, AND HAWAII ISLAND.

Appropriates funds for the Department of Education to determine the feasibility of combining the resources and organization of the Department of Accounting and General Services with the Department of Education on the islands of Kauai, Maui, Molokai, Lanai, and Hawaii island. HB 1143: RELATING TO TEACHER SALARIES.

Requires that teachers teaching at hard-to-staff schools be paid the national average of a similarly situated teacher, with annual cost of living adjustments, or according to the teacher's salary schedule. SB 1258: RELATING TO STATE BOATING FACILITIES.

Allows the Board of Land and Natural Resources (Board) to lease any existing state boating facility in its entirety, and fast lands and submerged lands within any existing state boating facility, by public auction, request for proposals, or direct negotiation for private development, management, and operation after making a finding that the lessee has met certain community involvement requirements. Clarifies that legislative approval is not required to award a lease. Repeals fast lands and submerged lands lease requirements specific to Ala Wai Boat Harbor. Takes effect on 12/31/2050. (SD1)
