SB 519: RELATING TO FOOD SAFETY.

Requires the University of Hawaii College of Tropical Agriculture and Human Resources to partner with the Hawaii agriculture community to establish a food safety certification training program to provide assistance to small- and medium-sized farms in obtaining a United States Department of Agriculture Good Agricultural Practices certification or an equivalent certification. Appropriates funds. Effective 7/1/2050. (SD2)

SB 191: RELATING TO STRENGTHENING THE FOUNDATION FOR ENSURING A FAIR AND JUST PAYMENT AMOUNT FOR THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF THE PUBLIC LAND TRUST.

Requires the Department of Budget and Finance to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the Department of Budget and Finance to consult with the Office of Hawaiian Affairs to ensure that the accounting and reporting is accurate and inclusive. Establishes and requires the Department of Budget and Finance to request funding every fiscal year for a specific budget line item for a public land trust reporting and accountability officer position. Takes effect 12/31/2050. (SD1)

SB 554: RELATING TO STATE WATER CODE PENALTIES.

Adds a minimum penalty of $50 per violation of the state water code and makes each day that a violation exists or continues a separate offense. Requires the Commission on Water Resource Management to determine the amount of the penalty based on the circumstances of the violation. Takes effect 12/31/2050. (SD2)

SB 149: RELATING TO THE STATE FIRE COUNCIL.

Authorizes the state fire council to employ additional staff, contract with any county fire department to fulfill staff positions, and purchase office equipment and supplies. Repeals the requirement that the state fire council administrator and other staff be employed on a full-time basis. Effective 7/1/2050. (SD2)

SB 1016: RELATING TO SALES OF TOBACCO.

Prohibits a business from seeking a new retail tobacco permit or renewal of an existing permit if the place of business is located within 750 feet of a preschool, school, or public playground. Beginning January 1, 2020, prohibits the sale of tobacco products and electronic smoking devices by businesses that are located within 750 feet of a preschool, school, or public playground. Codifies the Department of Taxation's administrative rule specifying when the Department may suspend, revoke, or decline to renew a retail tobacco permit. Effective 7/1/2050. (SD2)

SB 1264: MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF PUBLIC SAFETY.

Makes an emergency appropriation to provide funds for the Department of Public Safety to pay for the temporary housing of 248 inmates at a non-state facility for the remaining six months of fiscal year 2019, during work on capital improvements to the Halawa Correctional Facility, under DAGS Job No. Job No. 12-27-5644 – security electronics and hardware repairs and improvements.
