HB 1124: RELATING TO THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS.

Appropriates funds for Fiscal Biennium 2019-21 for operations of the Department of Commerce and Consumer Affairs division under Program ID CCA102 - Cable Television, which is under the purview of the House of Representatives Standing Committee on Intrastate Commerce. Sets the annual fee assessed on cable operators at 4.5 percent of the income received from subscribers for cable services rendered during the preceding calendar year. Authorizes the Director of Commerce and Consumer Affairs to reduce the fee by decision and order if the amount exceeds the amount necessary to administer chapter 440G, Hawaii Revised Statutes. Establishes criteria to determine the amount of the fee. (HB1124 HD2)

SB 656: RELATING TO TAXATION.

Repeals the requirement that the auditor conduct an annual review of certain rapid transportation authorities in the State. Repeals the requirements that the comptroller verify the capital costs of a locally preferred alternative for a mass transit project and submit a certification statement to the department of budget and finance for the allocation of funds from the mass transit special fund. Repeals the requirement that the senate president and house speaker each appoint 2 non-voting, ex-officio members to the board of directors of certain rapid transportation authorities. SB 1516: RELATING TO TAXATION.

Establishes reduced taxpayer penalties for nonpayments and underpayments that are due to reasonable cause. Allows a taxpayer to post a bond to avoid penalties and interest. Assesses interest on a deficiency in state income taxes paid caused by a change in the taxable income reported on the taxpayer's federal tax return. Effective 7/1/2050. (SD1)

SB 1340: RELATING TO REAL PROPERTY TRANSACTIONS.

Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area as officially designated by the Hawaii Climate Change Mitigation and Adaptation Commission, subject to the availability of county maps designating the areas by tax map key. SB 662: RELATING TO MOTOR VEHICLES.

Prohibits vehicle lessors from renting, leasing, or offering for rent or lease, vehicles subject to a manufacturer's recall, until appropriate repairs are made. Defines peer-to-peer vehicle sharing related terms. Requires persons in the peer-to-peer vehicle sharing organization business to register with the director of taxation. Effective 7/1/2050. (SD2)

SB 1224: RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Excludes lands set aside by the governor to the Hawaii Public Housing Authority and lands to which the Hawaii Public Housing Authority holds title from the definition of "public lands" in section 171-2, Hawaii Revised Statutes, provided that the lands are not sold in fee simple. Requires legislative approval of the sale of lands to which the Hawaii Public Housing Authority holds title. Takes effect on 7/1/2050. (SD2)

HB 1126: RELATING TO THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS.

Appropriates funds for Fiscal Biennium 2019-2021 for the professional and vocational licensing program of the Department of Commerce and Consumer Affairs, which is under the purview of the House of Representatives Standing Committee on Intrastate Commerce. Establishes criteria to determine the amounts to be assessed for fees and expenses regulated under Title 25, HRS. Provides for the reduction or cessation of fees or interest paid into the contractors recovery fund, contractors education fund, real estate recovery fund, real estate education fund, and condominium education fund if the funds attain a certain dollar amount.
