SB 1252: RELATING TO RENTALS FOR PUBLIC LAND LEASES.

Authorizes the Board of Land and Natural Resources to approve rental reductions or waivers for lease rentals on public lands that require substantial demolition or infrastructure improvement costs in order for the lessee to utilize the premises. Takes effect 12/31/2050. (SD1)

SB 502: RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires the legislative reference bureau to develop a spreadsheet informing members of the legislature on the status and content of all reports to be submitted to the legislature as required by law or requested by legislative concurrent resolution. Requires the legislative reference bureau to inform the legislature of all annual and other reports required by law to be submitted to the legislature or requested by legislative concurrent resolution that were not timely submitted. Requires reporting entities to submit a copy of all reports submitted to the legislature to the legislative reference bureau. (SD1)

SB 806: RELATING TO MONEY TRANSMITTERS.

Amends money transmitter licensure requirements by adding a credit report and financial responsibility review and extending personal background history from five years to ten years, which will enable the division of financial institutions to join a compact of states that license money transmitters for purposes of efficiency and standardization. SB 975: RELATING TO COUNTY LAND USE REQUIREMENTS.

Requires public notice of sale of agricultural or preservation property subdivided as a condominium property regime in a planned community association within 90 days of subdivision and sale. Prohibits any residential use for any period of structures on agricultural and preservation land. In a county with a population of 750,000 or more, allows for county enforcement of state and county requirements on subdivided agricultural land based on community reports of suspected violations. Permits consideration of infrastructure and environmental impacts on applications for condominium projects on agricultural land. Requires the declaration in a condominium project developer's public report to specify that the project is in compliance with section 205-4.5(f), HRS. Effective 7/1/2050. (SD2)

HB 1109: RELATING TO PUBLIC ACCOUNTANCY.

Establishes procedures and eligibility criteria for a privilege to practice public accountancy in this State for public accountants and certified public accountants licensed in another state with comparable education, examination, and experience requirements. Subjects all holders of a privilege to practice to the regulatory and enforcement jurisdiction of the Board of Accountancy. (HB1109 HD1)

HB 1221: RELATING TO MENTAL HEALTH.

Amends the definitions of "dangerous to others" and "dangerous to self" to include the refusal to take psychiatric medication or undergo mental health treatment such that self-inflicted violence and violence to others is probable. (HB1221 HD2)

SB 1389: RELATING TO TRANSIT-ORIENTED DEVELOPMENT ZONES.

Authorizes the Hawaii Housing Finance and Development Corporation, at the request of the Hawaii Community Development Authority (HCDA), to establish and operate transit-oriented development infrastructure improvement zone subaccounts within the dwelling unit revolving fund for the benefit of infrastructure improvement projects within a transit-oriented development infrastructure improvement zone. Requires HCDA to develop a transit-oriented development infrastructure improvement zone program to foster infrastructure development by strategically investing in public facilities. Appropriates funds to HCDA for staff necessary to develop and manage the transit-oriented development infrastructure improvement zone program. Effective 7/1/2050. (SD2)

SB 364: RELATING TO TOURISM.

Establishes a professional tour guide certification task force to determine whether it is appropriate to require persons who use various state resources for commercial purposes or apply for various commercial use permits to hold and maintain certification or meet certain minimum requirements, recommend existing certificates or certification programs that may be appropriate, and make recommendations and plans regarding any necessary certifications and certification renewals.
