SB 696: RELATING TO CESSPOOLS.

Extends various reporting deadlines and the sunset date of the cesspool conversion working group established pursuant to Act 132, Session Laws of Hawaii 2018. Extends the lapse dates for funds appropriated to conduct a comprehensive statewide study of sewage contamination in nearshore marine areas and for research and technical assistance necessary for completion of the comprehensive cesspool conversion plan. HB 696: RELATING TO PARKING FOR DISABLED PERSONS.

Clarifies that the exemption from payment of parking fees is an exception for drivers who are unable to reach or operate a parking meter or unattended pay station because of a physical disability, and who display a disabled paid parking exemption permit. Clarifies that the time limits for the parking fee exemption applies to unattended pay stations as well as meters. Makes the unauthorized act of selling or buying a disability parking permit a misdemeanor. Provides that law enforcement may confiscate a disability parking permit that has been altered or is invalid. Clarifies the types of disabilities that qualify for a disability parking permit. HB 788: RELATING TO THE STATEWIDE TRAFFIC CODE.

Authorizes a law enforcement officer to cite any person who operates a motor vehicle that does not display a current, valid vehicle registration tag or emblem and a current, valid safety inspection sticker as prescribed by statute. (HB788 HD2)

SB 77: RELATING TO CAPITAL IMPROVEMENT PROJECTS.

Authorizes the Department of Budget and Finance to enter into a financing agreement in an amount not to exceed $125,000,000 to fund the local match for the Ala Wai Flood Risk Management Project. Appropriates funds for fiscal biennium 2019-2021 for the Ala Wai Flood Risk Management Project. (SB77 HD1)

SB 97: RELATING TO ELECTIONS.

Requires the office of elections to join the Electronic Registration Information Center and share information with counties to encourage voter participation and ensure integrity of voter registration rolls. Authorizes election officials to have electronic access to driver's license and state identification databases for election related purposes. Appropriates moneys. Effective 7/1/2050. (SD2)

SB 701: RELATING TO THE HAWAIIAN LANGUAGE.

Directs OHA to convene a task force to determine appropriate sources for authenticating and verifying appropriate Hawaiian language usage and syntax in public documents, letterhead, emblems, and symbols and establish a process for review. Requires OHA to report to the 2020 Legislature. (SB701 HD1)

SB 728: RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Changes the maximum amount of public funds available to each candidate running for the Office of State Senator, State Representative, County Council, and the Board of Trustees of the Office of Hawaiian Affairs to an unspecified per cent of the expenditure limit established for each election. Amends the amount each Office of Hawaiian Affairs candidate must raise in order to qualify for public funds. (SB728 HD2)
