SB 653: RELATING TO ELECTRIC VEHICLES.

Requires the Department of Business, Economic Development, and Tourism to provide rebates to persons who install a new electric vehicle charging system or upgrade an existing electric vehicle charging system. Creates, and appropriates moneys out of, the electric vehicle charging station rebate program special fund. Amends the uses of funds in the energy security special fund. (SB653 HD1)

SB 376: RELATING TO EDUCATION.

Requires a public school that has a career and technical education program to review all geographic exceptions applications and make a determination whether to allow students to enroll in career and technical education programs in schools outside the Department of Education service area in which the student resides. SB 621: RELATING TO FIREARMS.

Requires a person to report the person's lost, stolen, or destroyed firearms to the appropriate county police department. Establishes penalties for failure to report. Requires suspension of any fee related to the Rap Back system until the Rap Back system, a criminal record monitoring service, is fully implemented. (SB621 HD1)

SB 1079: RELATING TO DEFERRED MAINTENANCE.

Establishes the Asset Management Task Force within the Office of the Governor to develop a standardized schedule for repairs and replacement of state-owned facilities and to submit to the Legislature a preliminary report by October 31, 2020, and a final report by October 31, 2021. Appropriates funds for the task force to develop the plans. (SB1079 HD1)

HB 1153: RELATING TO REMOTE TESTIMONY IN LEGISLATIVE HEARINGS.

Establishes the remote legislative access program, to be supervised by the joint legislative access committee. Specific requirements that the joint legislative access committee must consider when developing the program. Requires each house of the Legislature to establish, by rule, procedures for the public to present oral testimony at legislative committee hearings through remote testimony. Appropriates funds. Effective 7/1/2022. (SD1)

HB 821: RELATING TO TELECOMMUNICATIONS.

Requires the Hawaii technology development corporation to seek to establish a public-private partnership to plan, build, and manage key strategic broadband infrastructure and attract cloud based companies to Hawaii. Makes an appropriation for the Hawaii broadband initiative and to establish an open access, carrier neutral cable landing station. Takes effect 7/1/2112. (SD1)

SB 1143: RELATING TO COLLECTIVE BARGAINING.

Expands the types of employee information government agencies are required to disclose, upon written request, to employees' exclusive representatives. Requires that information regarding new hire employees be provided to the appropriate exclusive representatives within one payroll period. (SB1143 HD1)

SB 1019: RELATING TO YOUTH.

Requires the Judiciary to collaborate with the Office of Youth Services to establish a task force to determine existing diversion programs statewide that can assist the State's youth, and to consider the post-youth needs of the eighteen to twenty-four year old population in order to provide a continuum of care.
