HB 857: RELATING TO TRAFFIC.

Prohibits operating a motor scooter within the pedestrian mall that abuts the grounds of the State Capitol and Iolani Palace. Appropriates funds to develop the pedestrian mall. Directs DAGS, DOT, DLNR to develop a long-term development plan for the pedestrian mall. Appropriates funds for the expansion and development of a paved walkway and a bike lane. Effective 7/1/2050. HB 548: RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Allocates funds from TAT revenue directly to the state parks special fund, na ala hele statewide trail and access program, and beach restoration special fund, rather than through the special land and development fund, to improve certain state resources and services. Requires DLNR to submit to HTA an annual list of proposed projects in relation to the HTA Strategic Plan. (SD1)

SB 114: RELATING TO TEACHER HOUSING.

Establishes the teacher home assistance program to be administered by the Hawaii Housing Finance and Development Corporation to provide housing vouchers to full-time teachers employed by the Department of Education, including teachers at public charter schools, who teach at a hard-to-fill school, as determined by the Department of Education, and whose household income does not exceed 80% of the area median income. HB 1553: RELATING TO HOMELAND SECURITY.

Establishes the Hawaii State Fusion Center as a program under the Office of Homeland Security and establishes the state-funded position of Hawaii State Fusion Center Director to manage the Center's day-to-day operations and be accountable to the Director of Homeland Security. SB 462: RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM.

Extends the nursing facility sustainability fee program to 2021. Allows the nursing facility sustainability fee to be used to enhance capitated rates for the purpose of paying quality incentives. Increases the nursing facility sustainability fee limit from 4.0 per cent to 5.5 per cent of net patient service revenue. Increases the per resident daily maximum fee from $13.46 to $20 for each facility, and increases the per resident reduced daily maximum fee from $5.85 to $9 for facilities that meet certain exceptions. SB 1051: RELATING TO HOMELESS INDIVIDUALS WITH SEVERE MENTAL ILLNESS.

Requires DHS to establish a task force on the implementation requirements for a pilot program to provide shelter and mental health treatment to certain homeless individuals. Exempts task force from certain provisions of HRS 92 for a limited time. Appropriates funds. (SB1051 HD2)
