HB 1725: RELATING TO BUILDING CODES.

Part I: Fixes the applicable building codes, standards, and county amendments for the life of a building permit, subject to certain exceptions and rules. Part II: Specifies the applicability of the International Residential Code. Authorizes a county to adopt amendments to the Hawaii state building code, under certain circumstances, and repeals the counties' existing authority to amend or adopt the buildings code without council approval. Changes the adoption of the Hawaii state building code from a two-year cycle to a six-year cycle. Part III: Appropriates funds for the State Building Code Council for staffing and necessary consultant services. Effective 7/1/3000. (HD2)

HB 1593: RELATING TO AFFORDABLE HOUSING.

Requires, for any affordable rental housing development project that receives financing or any financial assistance from the Hawaii Housing Finance and Development Corporation, that the Corporation require the housing development lease or occupancy agreement to allow residents to own or otherwise maintain one or more common household pets. HB 1877: RELATING TO THE HAWAII STATE LESBIAN, GAY, BISEXUAL, TRANSGENDER, QUEER, PLUS COMMISSION.

HB 1845: RELATING TO THE LAND USE COMMISSION.

Specifies that a simple majority of affirmative votes of the members of the Land Use Commission present at a meeting and qualified to vote is required for any boundary amendment. Clarifies that a majority of all members to which the Land Use Commission is entitled shall be necessary to constitute a quorum. SB 2240: RELATING TO LAND USE.

SB 2322: RELATING TO ENVIRONMENTAL ASSESSMENTS.

Requires that an environmental assessment be conducted and an environmental impact statement be prepared for any proposed use within historic properties designated by the Hawaii or National Register of Historic Places, important to native Hawaiian people or to another ethnic group of the State, or determined to be eligible as a traditional cultural property or place on the National Register of Historic Places. SB 3173: RELATING TO CULTURAL EDUCATION.

Establishes a Cultural Training Pilot Program within the Department of Land and Natural Resources to be administered by the Division of Boating and Ocean Recreation for all commercial use permit holders operating in Lahaina Harbor. Requires DOBOR to partner with an organization identified by the Office of Hawaiian Affairs in Native Hawaiian culture and place-based history to teach a cultural training course to educate commercial use permit holders and applicants for commercial use permits on the cultural and historic significance of the area. Requires existing commercial use permit holders and applicants to undergo cultural training. Effective 7/1/2050. (SD1)

HB 1948: RELATING TO SINGLE-USE PLASTICS.

Requires the Department of Health to procure a Maternal and Infant Health Information Mobile Application by 1/1/2027 to provide qualified individuals with information on federal and state programs and resources for prenatal, pregnant, and postpartum individuals and their families. SB 3202: RELATING TO HEALTH CARE.

Amends the Healthcare Preceptor Tax Credit to remove language limiting access only to those practicing in primary care, to add licensed dietitians, physician assistants, and social workers as eligible preceptors and students, and to include residency and followship programs. Adds the Director of Health and a representative of residency programs with eligible students to the Preceptor Credit Assurance Committee. Applies to taxable years beginning after 12/31/2026.
