HB 2490: RELATING TO COASTAL RESILIENCE.

Establishes a five-year Coastal Resilience Pilot Program within the Department of Business, Economic Development, and Tourism for the preservation of Mantokuji Bay. Allows the pilot program to be exempt from certain regulatory requirements. Requires the State Historic Preservation Division to conduct a streamlined historic preservation review. Establishes certain procedures for the discovery of Native Hawaiian skeletal remains. Requires annual reports to the Legislature. Sunsets 6/30/2031. Effective 7/1/3000. (HD2)

HB 2618: RELATING TO THE ENVIRONMENT.

Establishes a Green Fee Special Fund to receive an allocation of green fee revenues. Establishes various special funds to receive allocations of green fee revenues. Requires the Governor to request, through a bill separate from the budget or supplemental budget, an amount that approximates green fee revenues subtracted from the amounts allocated to the various funds to be expended for certain climate change and tourism destination management projects. HB 2621: RELATING TO STUDENT MISCONDUCT.

SB 2088: RELATING TO HEALTH CARE PLANS FOR WORKERS.

Requires the Department of Labor and Industrial Relations, in consultation with the Insurance Commissioner, to establish and implement a five-year voluntary Nontraditional Workforce Portable Health Care Benefit Plan Pilot Program that offers high deductible health plans or catastrophic health plans to nontraditional workers who are ineligible for health benefits provided by the Hawaii Employer-Union Health Benefits Trust Fund or prepaid health care plans under the Prepaid Health Care Act. Requires reports to the Legislature. Appropriates funds. Effective 7/1/3000. (HD1)

HB 2561: RELATING TO FERAL ANIMALS.

Declares feral chickens on public lands as a public nuisance and controllable pest in a city with a population of three hundred thousand or more. Prohibits supporting feral chickens on public lands, including by feeding chickens. Prohibits the abandonment of chickens on public lands or on private property without consent. Establishes fines and authorized enforcing agencies. Appropriates funds for the receipt, handling, and humane disposition of feral chickens that have already been caught. Effective 7/1/3000. (HD2)

SB 2424: RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Removes the prohibition against qualified residents for Hawaii Housing Finance and Development Corporation-approved projects holding a majority interest in land and removes the requirement that qualified residents demonstrate financial viability or ability to pay rent. SB 2190: RELATING TO INCLUSIONARY ZONING.

SB 2795: RELATING TO THE HAWAIIAN FLAG.

Requires cooperative housing corporations, planned community associations, and condominium associations to allow owners to display the Hawaiian flag within the owner's property. Allows reasonable time, place, manner, and size restrictions on Hawaiian flag displays to protect a documented substantial interest of the association or corporation. Authorizes cooperative housing corporations, planned community associations, and condominium associations to impose stricter size restrictions on Hawaiian flag displays or eliminate the flagpole or have its height lowered if the documented substantial interest is related to health or safety.
