SB 833: RELATING TO THE WAHIAWA IRRIGATION SYSTEM.

Requires the Office of the Governor to negotiate the State's fee simple acquisition of the Wahiawa Irrigation System on the island of Oahu. Authorizes and appropriates funds for the Department of Agriculture, Agribusiness Development Corporation, and Department of Land and Natural Resources to purchase, repair, and maintain the Wahiawa Irrigation System and the associated spillway. HB 953: RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires DLNR to develop and publish a website and mobile application that includes the application processes, including a means of collecting any fees, for a permit, license, or reservation needed to conduct recreational and commercial activities in the State. Requires DLNR to make available existing application processes in a digital format to be used on the website and mobile application. Appropriates funds for the establishment of the website and mobile application. (CD1)

SB 1502: RELATING TO TRANSPORTATION.

Authorizes the Department of Transportation to regulate the parking of shared cars at state airports. Authorizes the counties to regulate the parking utilized by shared cars. Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program during the car-sharing period. Makes permanent peer-to-peer car-sharing insurance requirements. Effective 1/1/2024. (CD1)

SB 855: RELATING TO CONDOMINIUM RESERVE REQUIREMENTS.

Authorizes a condominium association to provide a summary of the required information in its budget. Authorizes a condominium association's reserve study to forecast a loan or special assessment to fund life safety equipment or installations for any building located in a county with a population greater than five hundred thousand. Authorizes a condominium association to use a third party to conduct a reserves study on behalf of the condominium. Clarifies the information to be included in the description of how the estimated replacement reserves assessments are computed. (CD1)

SB 1024: RELATING TO TRANSPORTATION.

Establishes long-term goals for zero-emissions transportation in Hawaii and abroad to reduce and eliminate transportation emissions. Establishes the clean ground transportation working group and the interisland and clean transportation working group. Requires reports to the Hawaii Climate Change Mitigation and Adaptation Commission and the Legislature. Effective 7/1/2023. (CD1)

HB 1036: RELATING TO HOMELAND SECURITY.

SB 318: RELATING TO FETAL ALCOHOL SPECTRUM DISORDERS.

Requires the Department of Health to establish and administer a three-year pilot program to implement a co-management system of care for the diagnosis and treatment of persons with fetal alcohol spectrum disorders. Appropriates funds for the pilot program and an annual public awareness campaign. (CD1)
