SB 746: RELATING TO COFFEE LABELING.

Expands the coffee labeling and advertising requirements to include ready-to-drink coffee beverages and the inner packages and inner wrapping labels of roasted coffee, instant coffee, and ready-to-drink coffee beverages. Specifies that the coffee labeling and advertising requirements apply if the applicable products are produced in whole or in part from Hawaii-grown and Hawaii-processed green coffee beans. Requires disclosure on the label of coffee blends of the respective geographic and regional origins and per cent by weight of the blended coffees. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii. Effective 7/1/2024. (CD1)

SB 930: RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Beginning 5/1/2024, allows a landlord or landlord's agent to charge an application screening fee for certain applicants at the time a rental application is processed for a dwelling unit; requires the landlord or landlord's agent to provide a receipt for payment of the application screening fee and a breakdown of the fee; and requires the landlord or landlord's agent to return any unauthorized fee amounts to the applicant. Requires the office of consumer protection to produce and make available informational materials and publicize requirements regarding application fees and related rights and obligations. (CD1)

SB 1468: RELATING TO RIGHT OF ENTRY FOR PROFESSIONAL SURVEYORS.

Authorizes professional land surveyors, and any assistant under the direct supervision of the professional land surveyor, to enter any private property to perform land surveying, subject to certain provisions regarding notice, objections, and identification. Shields professional land surveyors and their assistants from prosecution under criminal trespass laws when performing their duties. (CD1)

HB 369: RELATING TO THE PUBLIC UTILITIES COMMISSION.

Exempts a public utility and water carrier from obtaining the required public utilities commission authorization when: disposing of a fully depreciated asset or property with a zero net book value, if the disposal is made to an unaffiliated entity and results in a zero or net reduction to the public utility's or water carrier's rate base; or donating a fully depreciated asset or property with zero net book value to a charitable or nonprofit organization. SB 743: RELATING TO COFFEE PEST CONTROL.

Extends the sunset date for the Coffee Berry Borer and Coffee Leaf Rust Pesticide Subsidy Program to 6/30/2025 and the program manager position, including the position's civil service and collective bargaining laws exemption, to 6/30/2026. Requires the Department of Agriculture to report to the Legislature. Appropriates funds for the operation and implementation of the Pesticide Subsidy Program. (CD1)

SB 1057: RELATING TO EMPLOYMENT EARNINGS.

Requires certain job listings to include an hourly rate or salary range. Prohibits an employer from discriminating between employees because of any protected category established under state law, by paying wages to employees in an establishment at a rate less than the rate at which the employer pays wages to other employees in the establishment for substantially similar work. Effective 1/1/2024. (CD1)

SB 1534: RELATING TO TRANSPORTATION.

Creates a mileage-based road usage charge to replace state motor fuel taxes beginning on 7/1/2025, for electric vehicles. Eliminates the $50 annual state vehicle registration surcharge for electric vehicles. Allows electric vehicle owners to pay a registration surcharge or a per-mile road usage fee until 6/30/2028. Requires certificates of inspection to state the odometer reading of vehicles. Requires motor vehicle registration applications to specify whether the type of fuel for which the vehicle is adapted is battery electricity. Requires the Department of Transportation to plan for the deployment of a state mileage-based road user charge program by 2033 and submit a report to the Legislature. Appropriates funds. (CD1)

HB 11: RELATING TO TIME SHARING PLANS.

Clarifies when the disclosure of pertinent provisions of condominium project instruments must occur. Specifies that primary plan documents be listed in the public disclosure statement of a time share plan. Clarifies the manner in which the required disclosure of liens, title defects, or encumbrances on the titles of units may be made. Provides that a consultant's review of encumbrances shall be waived upon the certification from the developer that the time share interest is free and clear of blanket liens or that identifies all blanket liens.
