HB 2545: RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Requires the Hawaii Technology Development Corporation to establish the Small Business Innovation Research (SBIR) Matching Program. Requires the Hawaii Technology Development Corporation, in collaboration with the Department of Education, to establish a STEM education outreach program, under which recipients of funds from the SBIR Matching Program must deliver presentations to public school students. Requires and appropriates funds for the Hawaii Technology Development Corporation to develop an Economic Diversification Strategic Plan. Requires reports to the Legislature. HB 2115: RELATING TO HUMAN SERVICES.

Appropriates funds to the Department of Human Services to issue supplemental contracts to community-based organizations to address increases in costs related to labor, insurance, utilities, rent, and gas. SB 3333: RELATING TO TAXATION.

Requires the Civil Rights Commission to establish a twenty-four-hour intake helpline to assist individuals who experience or witness civil rights violations in the State. SB 2315: PROPOSING AN AMENDMENT TO ARTICLE XVII, SECTION 3 OF THE HAWAII STATE CONSTITUTION TO SPECIFY THAT THE STANDARD FOR VOTER APPROVAL OF A CONSTITUTIONAL AMENDMENT PROPOSED BY THE LEGISLATURE IS A MAJORITY OF ALL THE VOTES TALLIED UPON THE QUESTION.

SB 2312: RELATING TO GOVERNMENT CONTRACTS.

Amends the Uniform Information Practices Act (UIPA) to require contractors who perform agency functions to retain records following the retention schedule of the agency and to provide the agency access to the records upon request. SB 3011: RELATING TO PUBLIC HOUSING.

Requires the Hawaii Public Housing Authority to allow any resident of a public housing project or state low-income housing project to keep one or more pet animals in the resident's unit, subject to applicable state laws, county ordinances, and any reasonable conditions. Prohibits pet animals from being at-large on public housing premises. Provides that the Hawaii Public Housing Authority may charge a refundable deposit for each pet animal but shall not impose a monthly pet fee or pet rent. SB 2970: RELATING TO STANDARDS OF CONDUCT.

Repeals the $10,000 value threshold for certain prohibited contracts involving legislators or employees. Prohibits state agencies from contracting to procure or dispose of goods or services, or for construction, with businesses owned, operated, or controlled by relatives or household members of department heads or deputy directors. Requires department heads, acting department heads, and deputy directors of principal state departments to ensure compliance with the Code of Ethics provision governing contracts and provides for liability for violations.
