SB 2919: RELATING TO PROPERTY.

Clarifies the counties' authority to regulate the time, place, manner, and duration in which uses of land and structures may take place. Clarifies that uses that include the provision of transient accommodations are not considered residential uses and may be phased out or amortized by the counties. Beginning 1/1/2025, expands the scope of the transient accommodations tax law to include certain shelters and vehicles with sleeping accommodations. (CD1)

SB 2354: RELATING TO ALCOHOL.

Expands the definition of "beer" under the intoxicating liquor law to mean any alcoholic beverage containing not less than 0.5% alcohol by volume obtained by fermentation of any infusion or decoction of malt or any substitute, including alcohol seltzer beverages and excluding sake, cooler beverages, and other distilled products. Authorizes brewpubs to sell beer they manufacture, or beer manufactured on their premises, subject to certain conditions. Takes effect 1/1/2025. (SD1)

HB 1915: RELATING TO THE UNIFORM PROBATE CODE.

Updates the Uniform Probate Code by reducing the number of required publications of a notice to creditors by a trustee to once a week for two successive weeks, consistent with amendments made by Act 158, SLH 2023, to publication requirements applicable to probate matters generally.

HB 129: RELATING TO RECOUNTS.

Provides that a mandatory recount shall occur when the difference in votes cast is equal to or less than 100 votes or one-quarter of 1% of the total number of votes cast for the contest, whichever is lesser. Establishes that the filing deadline for a complaint for a contest for cause that arises from a mandatory recount shall be the same as the filing deadline for complaints for contests in which no mandatory recount was held.

HB 923: RELATING TO BONDS.

Requires counties with a private activity bond issuance program to exhaust their allotment before applying to the State for the state allocation. Requires the State, if it receives a county allocation, to award that same amount to project or projects in that county. Authorizes the department of budget and finance and Hawaii housing finance and development corporation to enter into a cooperative agreement with a county to coordinate the award of private activity bonds and low-income housing tax credits for new rental housing projects in the county. Requires the directors of finance of each county to report to the department of budget and finance and Hawaii housing finance and development corporation any county amount of unused or unassigned allocation. Clarifying that no special purpose revenue bonds requiring an allocation of annual state ceiling shall be authorized after 6/30/2023 and before 12/31/2028. (CD1)
