SB 2693: RELATING TO STATES OF EMERGENCY.

Establishes the offense of charitable fraud during a state of emergency. Provides that a person commits charitable fraud during a state of emergency if that person, during a state of emergency proclaimed by the Governor, performs certain deceptive acts or practices in connection with the solicitation of a contribution to assist persons affected by a disaster or emergency. HB 1842: RELATING TO FIRE PREVENTION.

Increases the maximum fine for violations of the fire protection laws. Specifies that each day a violation exists or continues to exist shall constitute a distinct and separate offense. Raises the criminal penalty for the offense of arson in the fourth degree to a class C felony if the offense was committed during the time period and within the geographic area in which a red flag warning was in effect. Provides that the state of mind requirement with respect to the attendant circumstance that the red flag warning was in effect is negligence. (SD1)

HB 1902: RELATING TO EMERGENCY MANAGEMENT.

Clarifies that the Governor's and mayors' emergency management powers shall be consistent with the state constitution. Clarifies the scope of the comprehensive emergency management plan. Clarifies the powers of the Governor and mayors to extend or terminate a state of emergency and local state of emergency, respectively. Shortens the duration of price control periods from ninety-six hours to seventy-two hours. (CD1)

SB 2960: RELATING TO FARMERS.

Requires that lessees and purchasers of farm lots and ranch lots use that land for farming and producing food, under certain conditions. Authorizes certain agricultural cooperative associations to apply for farm lots. (CD1)

HB 1916: RELATING TO THE DISCLOSURE OF PERSONAL INFORMATION ASSOCIATED WITH CERTAIN PUBLIC SERVANTS.

Prohibits, upon written request from certain public servants or their representative, any government agency, person, or organization from making certain personal information publicly available on the Internet. Effective 10/1/2024. (CD1)

HB 2144: RELATING TO VALUE-ADDED PRODUCTION.

Requires the Department of Health to amend the definition of "homemade food products" in its administrative rules on food safety and adopt certain rules regarding the sale and delivery of homemade food products. (CD1)

HB 2298: RELATING TO CONSUMER PROTECTION.

Beginning 7/1/2027, requires roasted coffee, instant coffee, and ready-to-drink coffee beverages that contain Hawaiʻi-grown and Hawaiʻi-processed coffee blended with coffee of another regional origin to contain no less than fifty-one per cent coffee by weight from the Hawaiʻi geographic origin. Exempts retailers that do not package roasted coffee, instant coffee, or ready-to-drink coffee beverages from liability for the sale of roasted coffee, instant coffee, or ready-to-drink coffee beverages that use a label or advertisement in violation of the coffee labeling law. SB 2240: RELATING TO ELECTIONS.

Requires the Office of Elections to file an application with Electronic Registration Information Center, Inc. (ERIC), by 6/30/2025, for the State to be admitted as a member of that organization. Requires the Office of Elections to share with each county the information and services made available by ERIC pursuant to the State's membership agreement with that organization. Requires the Office of Elections and each county office that administers elections to use information and services made available by ERIC to verify their respective voter registration rolls. Appropriates funds. (CD1)

HB 2192: RELATING TO CEMETERIES.

Authorizes the Director of Commerce and Consumer Affairs to appoint an organization as the limited owner of a cemetery, under certain circumstances, for the purposes of filing complaints and engaging in certain security and perpetual care activities for the cemetery. Requires an appointed limited owner of a cemetery to submit annual progress reports to the Department of Commerce and Consumer Affairs. (CD1)

HB 2278: RELATING TO LABELING OF MACADAMIA NUTS.

Clarifies labeling requirements for macadamia nuts to require a disclosure indicating that a product may contain macadamia nuts not grown in Hawaiʻi if the consumer package contains macadamia nuts grown outside the State. Exempts from the labeling requirements products that contain any other ingredient, except seasonings and flavorings, in addition to macadamia nuts. Effective 1/1/2026. (CD1)
