HB 2526: RELATING TO MOTOR VEHICLES.

Increases the penalty for a third or subsequent offense involving the unauthorized driving or operation of motor vehicles to a class C felony. Authorizes the court, as part of the person's sentencing for the third or subsequent offense, to order that the vehicle used by the person in the commission of the offense be subject to forfeiture. SB 2575: RELATING TO THE ENVIRONMENT.

Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters, with certain exemptions. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters. HB 2475: RELATING TO COMMERCIAL OCEAN ACTIVITY.

Provides that advertisements or offers of unpermitted commercial ocean use activities or commercial ocean recreational equipment are prima facie evidence that the owner disseminated or directed dissemination of such advertisements or offers and the commercial activity is operated at the location advertised or offered. Includes advertisements and offers in the definition of "commercial activity" as used in the state ocean recreation and coastal areas laws. (CD1)

HB 2743: RELATING TO WASTEWATER.

Requires the University of Hawaiʻi Water Resources Research Center and the Sea Grant College Program to develop an overlay with the Hawaiʻi Cesspool Prioritization Tool to identify specific priority areas in which the county sewer system or other centralized treatment system may most feasibly be expanded or constructed to reduce or eliminate cesspools before 1/1/2050. Expands the department of land and natural resources' rulemaking authority to include any rule deemed necessary to protect certain wildlife. Expands the board of land and natural resources' authority to timely adopt, amend, or repeal certain rules if the board finds that the action is necessary to implement effective and adaptive management measures in response to impacted natural resources or in light of newly available technology or data.
