SB 14: RELATING TO MINIMUM WAGE.

Increases minimum wage to $11.00 per hour beginning 01/01/19, $12.00 per hour beginning 01/01/20, $13.00 per hour beginning 01/01/21, $14.00 per hour beginning 01/01/22, and $15.00 per hour beginning 01/01/2023. Requires DBEDT to conduct assessment on living wage in Hawaii and submit report to legislature on its findings by 01/01/2020.

SB 1: RELATING TO HOMELESSNESS.

Authorizes the director of finance to issue general obligation bonds and appropriates funds to finance the construction of housing for homeless individuals and families.

SB 24: RELATING TO AGRICULTURE.

Requires the department of agriculture to establish a two-year agricultural theft pilot project to focus on investigating and prosecuting agricultural theft or agricultural vandalism in the county of Hawaii. Appropriates funds as a grant-in-aid to the office of the prosecuting attorney, county of Hawaii, to assist in implementing the pilot project.

SB 179: RELATING TO SAFETY HELMETS.

Requires safety helmets to be worn by drivers and passengers of motorcycles, motor scooters, and mopeds, who are under the age of twenty-five.

SB 180: RELATING TO PROPERTY FORFEITURE.

Prohibits civil asset forfeiture based upon the commission of a covered offense, with regard to the property owner's interest, unless the property owner has been convicted of the offense. Requires the deposit of all proceeds from forfeitures into a special fund administered by the Legislature to provide assistance to crime victims and their families.
