Prohibits the courts from deferring the acceptance of guilty or no contest pleas that could result in the expungement of the offense from the criminal record of state or county law enforcement officers for felonies, misdemeanors, or petty misdemeanors that the officers are alleged to have committed while in the performance of the duties of an officer.
Increases maximum fines for violations of the fireworks control law. Appropriates funds for the Department of Public Safety, Sheriff Division, in collaboration with the Department of Defense, Department of Transportation, and other federal and state agencies, to establish a shipping container inspection program to randomly inspect shipping containers for illegal fireworks and explosives using explosive-sniffing dogs and establishes requirements for the inspection program. Requires the Department of Transportation to assess a fee on all shipping containers to fund the program.
Specifies requirements for fireworks shippers. Authorizes the use, by permit, of fireworks for movie productions. Authorizes the testing, disposal, and destruction of illegal and unwanted fireworks by law enforcement. Corrects labeling dimensions with regard to fireworks used for display.
Establishes the rare disease advisory board within the department of health to provide education about rare diseases and encourage the funding of research in the development of new treatments for rare diseases. Describes duties of the advisory board, members of the board, and the board's obligation to coordinate with local and national groups conducting similar research and advocacy for persons with rare diseases.
Provides an exemption for food from the general excise tax.

Establishes the joint campus of the John A. Burns school of medicine and the University of Hawaii cancer center as the Hawaii health sciences campus at the University of Hawaii at Kakaako, to be an administratively separate branch of the University of Hawaii at Manoa. Appoints the dean of the John A. Burns school of medicine as the administrative head. Converts the bond debt service owed by the University of Hawaii cancer center to a general obligation bond and combines it with the John A. Burns school of medicine debt. Requires a five-year business plan to be submitted to the legislature by 01/01/18. Appropriates funds for the transition into a joint campus.
Provides that an elector shall pledge to name in their ballots the candidates for president and vice president of the United States who are the candidates of the political party or group the elector represents. Provides remedy and penalty for non-compliance.
Appropriates funds for capital improvement projects at Kailua intermediate school for the STREAM academy.
Amends the distribution of the transient accommodations tax by changing the amount distributed to the counties from a fixed sum to a percentage of the revenues collected. Ties the amount of revenue distributed to the tourism special fund to the Honolulu region consumer price index or a successor index.
Narrows the scope of the private trade, vocational, and technical school licensure program within the department of education. Establishes a licensing fee to ensure the sustainability of the licensure program. Establishes a license renewal process and fee. Creates the private trade, vocational, and technical school licensure special fund.
Allows a chief of police or police officer to be relieved of the responsibility to enforce certain department of education school and student security provisions.
