Requires at least one of the three PUC commissioners to be a resident of a county other than the city and county of Honolulu and to receive per diem compensation.
Allows a court to choose from 1 to 3 qualified examiners in felony cases in which a defendant's fitness to proceed is in doubt. Requires that at least 1 of the examiners is a psychiatrist or licensed psychologist. Removes the requirement that 1 of the 3 examiners shall be a psychiatrist or licensed psychologist designated by the director of health from within DOH.

Creates a temporary law enforcement working group to make recommendations to the legislature on establishing professional recruitment, hiring, and training standards for all state law enforcement officers who carry firearms and badges and who have the arrest authority. Prohibits a law enforcement officer who has been terminated for misconduct by a state or county department, agency, or office in the capacity of law enforcement from being hired by another state or county law enforcement department, agency, or office.
Requires that every charter school governing board be a nonprofit organization whose primary purpose is operating the charter school. Prohibits commingling of moneys distributed by the State or federal government for the purpose of operating a charter school with other moneys that do not have an educational purpose that benefits the charter school. Requires charter schools to indemnify the State against any claims arising from misconduct of the school or governing board.
Prohibits urinating and defecating in public places. Establishes graduated fines as penalties for violations.

Amends the deduction from the gross proceeds of a county's surcharge on state tax to reimburse the State for costs associated with handling the assessment, collection, and disposition of the county surcharge on state tax.
Provides that all applicants for a new or renewed driver's license, provisional license, instructional permit, or civil identification card must either clearly decline to register to vote or fill out the voter affidavit on their application before their application can be processed.
