Allows an individual who is seventeen years of age and will be eighteen years of age on or before the next federal, state, or local primary, general, or special election to register for and vote at that respective election.
Amends Act 223, SLH 2015 to extend the sunset of the refundable food/excise tax credit for two years to 12/31/19.

Repeals the confidentiality protection afforded under the Uniform Information Practices Act for certain information regarding misconduct of police officers that results in discharge. Requires that names of discharged or suspended police officers be disclosed in the annual report submitted by each county's police chief to the legislature.
Requires the department of the attorney general to establish a working group to review and discuss Hawaii's asset forfeiture laws and make recommendations to improve these laws.
Allows surviving immediate family members of murder or manslaughter victims to access a copy of the closing report prepared by the investigating police department, upon the conclusion of all criminal and civil proceedings that arose from the offense.
Authorizes insurers, mutual benefit societies, and health maintenance organizations to offer, sell, or renew, on or after January 1, 2018, a high deductible health plan in conjunction with a health savings account to an employer subject to the Prepaid Health Care Act together with a prepaid health care plan insurance policy, which is not a high deductible health plan, that has been sold to the employer.
Requires the governor to coordinate with the department of accounting and general services and other state agencies as necessary to name a school, building, road, park, or other property under the control of the State in honor of President Barack Obama and require the state foundation on culture and the arts to commission a statue of President Barack Obama to be located on state or federal property. Requires the governor to report to the legislature on the status of the plan.
Appropriates funds to issue civil identification cards to inmates upon request prior to their release from prison.
Allows any number of County Council members to attend informational meetings or presentations on matters relating to official board business. Allows two or more members of other boards, but less than what would constitute a quorum, to attend a community meeting open to the public.
Proposes a constitutional amendment to establish a public employees' collective bargaining fund. Requires an annual deposit of a minimum percentage of the total compensation provided by the State to every person employed by the State during the previous fiscal year.
