Amends Hawaii Revised Statutes and Hawaii Administrative Rules to substitute references to "medical marijuana" and like terms with "medical cannabis" and like terms.
Allows counties to approve district boundary amendments involving land areas up to one hundred acres, rather than fifteen acres, except lands in a conservation district or delineated as important agricultural lands.
Requires the Hawaii housing finance and development corporation to establish affordable micro-unit housing and congregate housing residences throughout the State. Allows the private sector to develop micro-unit housing and congregate housing residences. Makes an appropriation.
Raises the age of passengers prohibited from riding in the bed of a pickup truck under certain conditions from twelve or under to under eighteen years of age. Deems passengers in the bed of a pickup truck to have assumed the risk of injury or death from an accident or injury occurring while the vehicle is in operation.
Authorizes the counties to adopt ordinances to legalize marijuana cultivation, possession, sale, transfer, and use, for persons over the age of twenty-one. Clarifies that penal code provisions pertaining to drug and intoxicating compounds offenses do not apply to counties that have adopted ordinances legalizing marijuana and adopted administrative rules to regulate marijuana.
Establishes a tax credit of 30% of the actual cost, including installation, water meter, and permitting fees, of an automatic fire sprinkler system in any one- and two-family dwelling in a structure used only for residential purposes. Sunset 6/30/2027.
Appropriates funds to the department of education for completing the planning, design, and construction for the second phase of the new high school in Kihei, Maui.
Authorizes motor vehicle and boat towing options for self-service storage facilities after sixty days or more delinquency; provided that an occupant is provided notice. Requires owners to notify occupants via two of the following three methods: telephone number, electronic mail, or postal address. Allows owners to send notices by electronic mail, publish notices of sales in any commercially reasonable manner, conduct sales online, and charge late fees. Authorizes limits on the liability of the owner of self-service storage facilities to be based on the maximum monetary value of property that may be stored pursuant to the rental agreement.
Requires outsourcing facilities to obtain a permit from the Board of Pharmacy before providing medications to healthcare providers.
Appropriates funds to improve the health care services related to cardiac care at Kona community hospital, including the construction of a hybrid catheterization lab and operating room and funding of cardiology staff positions to alleviate the lack of care.
Allows public school students in grades K through 12 to decline participation in dissection, vivisection, and other procedures harmful to animals. Requires schools to make alternative educational projects available, and the board of education to develop rules and give notice to all schools.
Establishes and appropriates funds for an alternative energy research and development pilot program that authorizes the high technology development corporation to provide matching grants of up to fifty per cent to Hawaii awardees of alternative energy research grants from the Office of Naval Research.
