Reallocates barrel tax revenues by increasing the distribution amounts to the environmental response revolving fund, energy security special fund, energy systems development special fund, and agricultural development and food security fund, in lieu of a distribution to the general fund.

Requires that if the attorney general defends against a civil action brought against a county for a negligent or wrongful act or omission by a county lifeguard who is designated to provide lifeguard services at a state beach park under an agreement between the State and that county, the State shall indemnify that county.
Adjusts allocation of transient accommodations tax revenues to the tourism special fund for inflation. Adjusts allocation to the counties to equal 45% of the amount of revenues remaining after all other allocations are made.
Clarifies that an antique motor vehicle is taxed at a flat annual fee and is exempt from the State vehicle weight tax.
Requires the Board of Regents of the University of Hawaii to develop procedures for the full utilization of university facilities. Requires the administration of the different UH campuses to collect and report data relating to facilities utilization. Prohibits the UH Board of Regents from approving the construction of a new university building until a public hearing is held to discuss facility utilization and cost.
Annually increases minimum wage 1/1/18 - 1/1/2021. On 9/30/2021 and thereafter requires DLIR to adjust the minimum hourly wage in accordance with the Honolulu region consumer price index. Deletes tip credit.
Appropriates money to install water fountains in the State Capitol reflecting pools to reduce cleaning costs and add a choreographed water fountain show with light displays and Hawaiian music to increase tourism.
Establishes the Hawaii internet lottery and gaming corporation for the purpose of conducting internet gambling in Hawaii. Allocates proceeds to capital improvements at public schools and the University of Hawaii system, scholarships and educational loan repayments for medical students who practice in Hawaii for ten years, support for the family practice rural residency program, watershed protection, and reduction and prevention of problem gambling.
Requires UH to separate into three parts: a community colleges system, an undergraduate consisting of UH-WO and UHH, and a research system consisting of UHM, entities at UHM, and other UH research units.
Prohibits all campuses of the University of Hawaii system, except the University of Hawaii at Manoa, from granting doctoral degrees.
