Requires elections by mail, beginning first with certain counties in the 2018 primary election, until the 2022 primary elections, when all elections are to be by mail. Clarifies the election laws to provide for elections by mail, including defining "absentee voting" and "election by mail", and stating how absentee ballots are to be prepared for counting and how and when the ballots are counted.

Amends Act 88, Session Laws of Hawaii 2006, to extend the sunset date for the amendments made to section 235-17, Hawaii Revised Statutes. Amends section 235-17(h), Hawaii Revised Statues, to require taxpayers claiming the tax credit to submit an independent certification of the qualified production costs.
Establishes a Rail Business Interruption Fund to help small businesses struggling with economic loss directly related to rail transit construction. Appropriates funds for the implementation of the Fund.
Authorizes what is commonly known as "special duty" services, wherein deputy sheriffs serve the community by providing off-duty law enforcement services for monetary compensation to persons, organizations, and government entities other than the State Department of Public Safety. Requires the state Department of Public Safety to update and revise its policy and procedures governing the processing of special duty requests and establishing a compensation schedule for law enforcement services provided by deputy sheriffs performing special duty work.
Appropriates moneys to DOH for FY 2017-2018 to purchase an ambulance vehicle and for the costs of operating a 24-hour, 7-days-a-week, ambulance unit for the County of Kauai.

Establish a special fund within the department of agriculture to deposit fees and expend funds necessary for the industrial hemp pilot program. Specify that the cultivation of industrial hemp shall be limited to licensed owners, lessees, or occupiers of lands situated within the State agricultural district. Clarify that each respective county must recognize industrial hemp cultivation as an agricultural product, use, and activity allowing lower land assessment.
Clarifies that certain sections of the State Ethics Code shall not apply to technology transfer activities; provided that the activities comply with the regulatory framework and research compliance program approved by the board of regents. Requires the board of regents to submit a written status report to the legislature every two years.
Defines emergency shelter to mean a homeless facility designed to provide temporary shelter and services for up to six months. Allows homeless shelter stipends to be adjusted at the end of each year based upon achievement of performance measures. Requires homeless shelters to have no fewer than one shower, one sink, and one toilet per twenty-five residents and the minimum area of each partitioned space to be determined by the number of residents and capacity of the shelter. Establishes that the storage space at a homeless shelter shall be determined by each shelter's space availability. Removes DHS's authority to require shelters to comply with additional requirements. Establishes and funds 2.0 FTE positions to assist in the implementation of the homeless shelter program. Appropriates funds for homeless shelters and other non-recurring costs.
