HB 579: RELATING TO SOCIAL AND EMOTIONAL LEARNING.

Requires the department of education to provide training on social and emotional learning to all youth-serving educators, health care professionals and counselors, and agencies and programs, as well as parents of students enrolled in public schools or public charter schools. Appropriates funds to the department of education to conduct training on social and emotional learning.

SB 986: RELATING TO SPECIAL SHORELINE ENCROACHMENT EASEMENTS.

Provides the Board of Land and Natural Resources discretion to grant easements for less than fair market value for structures that were authorized by a governmental authority and located landward of the shoreline within the record boundary of the property at the time of construction, but are now located seaward of the valid certified shoreline on public land.

HB 729: RELATING TO CROSSWALK SAFETY.

Clarifies when a pedestrian is crossing the roadway within a crosswalk for pedestrians' right-of-way in crosswalks and when a pedestrian is lawfully within an intersection or adjacent crosswalk for traffic control signal purposes.

SB 300: RELATING TO DISCLOSURES FOR BIOENGINEERED FOOD.

Requires the chairperson of the board of agriculture to develop and implement a bioengineered food disclosure standard, in a manner identical with regulations adopted pursuant to the federal National Bioengineered Food Disclosure Standard, P.L. No. 114-216. Specifies options for disclosure. Effective 01/01/2018.

SB 965: RELATING TO REPORTS OF CHILD ABUSE.

Adds sex trafficking to the definition of child abuse and neglect, along with a definition of sex trafficking, thereby updating the requirements of mandated reporters of child abuse and neglect to also report minor sex trafficking to the Department of Human Services. Additionally, clarifies that the department may retain expunged reports of child abuse and neglect for risk and safety assessment and replaces references to unsubstantiated reports of child abuse or neglect with not confirmed reports of child abuse or neglect. Also, clarifies that child abuse reports may proceed through the administrative procedure act or the family court.
