HB 1090: RELATING TO STATEWIDE INTEROPERABLE PUBLIC SAFETY COMMUNICATIONS.

Provides for the establishment of a statewide governance system that includes an interoperability executive board to set the overarching policy, guidance, and direction for statewide interoperable public safety communications. Provides a mechanism to ensure timely funding of public safety interoperable communications systems by authorizing surcharges on various motor vehicle citations and criminal penalties to be deposited into a statewide interoperable public safety communications trust fund which can then be used to pay for, or offset costs of, public safety telecommunications systems and, if identified necessary, human resources.

HB 956: RELATING TO GENDER EQUITY.

Requires all places of public accommodation constructed or substantially modified after June 30, 2017 to provide baby diaper-changing accommodations that are equally accessible to men and women.

HB 1146: RELATING TO TRANSPORTATION.

Increases the State Fuel Tax to generate additional revenues for the State Highway Fund by amending section 243-4, Hawaii Revised Statutes. Allows for increase in the state motor vehicle registration fee and deposits the money into the State Highway Fund by amending section 249-31, Hawaii Revised Statutes. Increases the state motor vehicle weight tax and deposits the money into the State Highway Fund by amending section 249-33, Hawaii Revised Statutes.

HB 1029: RELATING TO CRIMINAL TRESPASS.

Adds the offense of criminal trespass onto state lands to the penal code. Amends criminal trespass in the second degree to apply to government agricultural property regardless of whether it is fenced, enclosed, or otherwise secured.

HB 1023: RELATING TO PROFESSIONALLY LICENSED OR CERTIFIED GOVERNMENT EMPLOYEES.

Clarifies that the State shall be exclusively liable for claims for injury or loss of property, or personal injury or death, resulting from the negligent or wrongful act or omission of any professionally licensed or certified employee of the State while acting within the scope of the employee's office or employment. Establishes that any civil action or proceeding for money damages arising out of or related to the same subject matter against the employee shall be precluded.

SB 1268: RELATING TO VEGETABLE OIL ENERGY.

Requires the department of business, economic development, and tourism to conduct a feasibility study on the viability of an integrated, multi-crop production system for palm-based vegetable oil for producing raw vegetable oil that can be refined into biofuel and to submit a report on the department's findings and recommendations to the legislature. Appropriates funds.

HB 857: RELATING TO POST-SECONDARY EDUCATION.

Grants tuition waivers to students at the community colleges who meet certain criteria. Allows unexpended funds to carryover to fiscal years 2018-2019 and 2019-2020 to fund tuition waivers in the University of Hawaii System.
