SB 1311: RELATING TO THE KAPOLEI JOBS INITIATIVE.

Establishes a Kapolei jobs initiative to increase the number of jobs in Kapolei by creating incentives for businesses to establish themselves or open a new location in the Kapolei region. Requires DBEDT to collect information to study the effectiveness of the tax credit.

HB 992: RELATING TO STUDENT MEALS.

Prohibits denying a student a meal for the first: (1) 30 days of the first semester of a school year while the student's application for free or reduced lunch is being processed; or (2) week that the student's meal fund balance is zero or negative. Authorizes the Department of Education to adopt rules or policies on the collection of funds for negative student meal balances.

HB 1101: RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Provides that certain areas within Hawaii Public Housing Authority housing projects are closed to the public and amends criminal trespass in the second degree to permit the prosecution of an unauthorized entry or a violation of a written prohibition to enter into the subject housing projects. Clarifies requirements for signage notifying trespassers of illegal entry.

SB 1050: RELATING TO LAW ENFORCEMENT.

Prohibits state and county law enforcement officers from engaging in high speed pursuits of vehicles that illegally proceed through a red traffic-control signal or change lanes into an oncoming traffic lane and proceed in the opposite direction of oncoming traffic.
