Authorizes the issuance of general obligation bonds and appropriates funds for capital improvement projects in the 17th senatorial district.

Allows appeals to be filed at the various offices of the department throughout the State. Allows a Temporary Disability Insurance appeal to be heard in a county chosen by the department, or the county in which the claimant resides, or in which the claimant was employed prior to the claimant's disability. Allows the department to send notices of hearing electronically or by first class mail. Clarifies that when the notice of hearing cannot be delivered to a party in the appeal, the notice may be given by online posting on the department's webpage. Allows the parties to a hearing to appear in person, via telephone, or by other communication devices.
Exempts certain affordable housing projects from the school-impact-fee requirement.
Extending by ten years the time period that the Department of Agriculture may certify important agricultural lands qualified agricultural costs.
Exempt microgrids that promote and serve public higher education institutions from regulation as a public utility by the Public Utilities Commission; add a definition for "microgrid".
Requires the department of health to maintain and make available upon request certain information to a health care provider who provides prenatal or postnatal care pertaining to spina bifida, any person who provides genetic counseling to parents whose fetus or child receives a prenatal or postnatal spina bifida diagnois, any parent whose fetus or child receives a prenatal or postnatal diagnosis of spina bifida, and any person who receives a positive spina bifida test result. Requires health care providers and genetic counselors to provide the information to every parent whose fetus or child receives a prenatal or postnatal diagnosis of spina bifida.
Appropriates funds for capital improvement projects for the benefit of the 24th Senatorial District.
Appropriates funds for an advanced life support ambulance to be based at the Pahoa fire station in Puna on the island of Hawaii, including the acquisition of a vehicle and equipment, and funding personnel costs for state-certified emergency medical services personnel.
Specifies that the legislative allowance for Oahu-based members' required travel within the State shall be equal to the federal Department of Defense flat rate per diem amount for temporary duty of the same duration in the applicable locality.
Establishes the Hawaii airport authority. Transfers the administration of airports and the general aviation commuter portions of other airports to the Hawaii airport authority. Makes an appropriation.
