HB 893: RELATING TO HUNTING ON PRIVATE LANDS.

Requires hunters to obtain prior written permission from landowners, occupiers, or holders of private lands to hunt on private lands. Does not affect Native Hawaiian gathering rights.

SB 1219: RELATING TO MARIJUANA.

Creates a criminal penalty with respect to the selling or furnishing of intoxicating compounds created from marijuana or marijuana concentrates to minors. Allows the growing of marijuana plants for personal use on lands zoned for residential use or agriculture. Prohibits marijuana use and distribution in conjunction with certain illegal activities. Removes marijuana and tetrahydrocannabinols from the Uniform Controlled Substances Act. Removes certain references to and criminal penalties under the penal code related to marijuana and marijuana concentrates.

HB 834: RELATING TO A DIABETES ACTION PLAN.

Requires DOH, in collaboration with DHS and DHRD, to develop a single, unified action plan to reduce the incidence of diabetes in the State and report to the legislature biennially on plan revisions, recommendations for legislative action, and updated information on areas of need, costs, and resources required for continued implementation of the plan.

SB 1126: RELATING TO TECHNOLOGY DEVELOPMENT.

Appropriates funds for grants to participants in the 2017 and 2018 Hawaii annual code challenge so that the proof of concepts created during the challenges can be developed into prototypes. Requires matching funds.

HB 923: RELATING TO PUBLIC EMPLOYEES.

Establishes the public employees' collective bargaining fund. Requires the deposit of not less than the amount equal to an undisclosed percentage of the total compensation provided to all public employees during the previous fiscal year. Amends the rights of public employee elective representation and deductions for nonmembers. Repeals the religious exemption from support of employee organization.

SB 1060: RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT.

Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing an additional credit amount for qualified production costs in a county with a population of 700,000 or less, provided that certain hiring criteria are met; requiring the taxpayer to verify the county of residence of local hires; and extending the repeal of the credit until January 1, 2024.
