HB 855: RELATING TO ONLINE FANTASY SPORTS.

Establishes an online fantasy sports contests registration and monitoring program under the department of the attorney general. Exempts registered online fantasy sports contests from state gambling laws. Appropriates funds to the department of the attorney general to establish and implement a registration and monitoring program for online fantasy sports contests.

HB 1089: RELATING TO HOMELAND SECURITY.

With the numbers of threats and incidents against the country which have arisen in the recent past, it is even more crucial that the State of Hawaii, as a strategic location in the Pacific, have all information necessary to guard against those who would do harm to the country and to the state. In the current atmosphere of increased terrorist activities, it is even more important that the Hawaii State Fusion Center be fully staffed and supported. This bill adds the fusion center as a program under the existing Office of Homeland Security and establishes the position of director of the fusion center who shall be responsible to the director of homeland security and accountable to manage the day-to-day operations of the fusion center.

HB 996: RELATING TO SPECIALTY CONTRACTORS.

Requires the Contractors License Board to adopt rules to define "incidental and supplemental to the performance of work" to clarify the percentage of a craft or trade in which a specialty contractor may engage without a license while performing work in a craft and trade for which contractor is licensed.

SB 1278: RELATING TO TAXATION.

Authorizes a county with a population greater than 500,000 to extend the county surcharge on state tax to December 31, 2047. Requires a county that uses the surcharge on state tax for a mass transit project to submit quarterly progress reports to the legislature. Permits counties to use the surcharge on state tax for infrastructure for affordable housing and transit-oriented development. Authorizes the legislature to hold revenues collected from the surcharge on state tax for county use by concurrent resolution. Deducts twenty-five per cent of the amount from the gross proceeds of a county's surcharge on state tax for costs associated with handling the assessment, collection, and disposition of the county surcharge on state tax, and the construction of transit-oriented development and other related transportation projects.

HB 823: RELATING TO RELIGIOUS RIGHTS.

Prohibits the State or any county from burdening any person's right to exercise religion absent that burden being the least restrictive means of furthering a compelling governmental interest.

HB 906: RELATING TO PUBLIC UTILITIES COMMISSION.

Enables the Public Utilities Commission to include certain external impacts when establishing standards prescribing the portion of the RPS to be met by specific types of renewable energy resources. Amends the definition of "renewable energy" to include energy generated or produced by emissions-free sources.
