HB 1405: RELATING TO RACIAL PROFILING PREVENTION.

Prohibits state and county law enforcement officers from using a person's race or ethnicity to form probable cause or reasonable suspicion to stop a vehicle. Appropriates funds for the implementation of an annual racial profiling prevention training program for state and county law enforcement officers.

HB 1458: RELATING TO TAXATION.

Increases to an unspecified percentage, the corporate income tax rates for companies: (1) that have 20 or more employees; and (2) the majority of the employees have federal adjusted gross incomes of 125% or less of the federal poverty guidelines set forth each year by the United States Department of Health and Human Services.

HB 1385: RELATING TO ADMINISTRATIVE PROCEDURE.

Prohibits administrative contested case hearings on applications for approvals for renewable energy production projects unless specifically required by law and requested by the applicant or another party with a constitutional right to do so for the matter. Provides for judicial review and specifies exceptions.

HB 1264: RELATING TO THE HAWAIIAN LANGUAGE.

Clarifies that Hawaiian shall be required for public acts and transactions beginning on January 1, 2020. Requires that upon request by a member of the public for the Hawaiian language version, the public officer having the care and custody of a government record, paper, or document shall make all reasonable efforts to make it available in Hawaiian.

HB 1317: RELATING TO THE HAWAII CREDIT CREATION PILOT PROGRAM.

Establishes the Hawaii credit creation pilot program, within the department of commerce and consumer affairs division of financial institutions, to increase the availability of responsible small dollar consumer loans of at least $600 and up to $5,000. Specifies requirements of the program, including application requirements, interest rates, use of referral partners, and fees. Requires annual status reports to the legislature and a recommendation regarding continuation of the pilot program. Repeals on June 30, 2022.

HB 1177: RELATING TO PUBLIC SAFETY.

Requires PSD to work with the Social Security Administration to enter into an agreement to obtain replacement social security cards for inmates. Requires PSD, in conjunction with DOH, DOT, and the examiner of drivers of each county, to provide Hawaii-born inmates with copies of birth certificates and driver's licenses or state ID cards. Requires PSD to assist inmates born outside of Hawaii to obtain birth certificates and photo IDs.
