HB 980: RELATING TO WORKERS' COMPENSATION.

Provides that an independent medical examination and permanent impairment rating examination shall be conducted by a qualified chiropractor or physician selected by the mutual agreement of the parties. Provides a process for appointment in the event that there is no mutual agreement.

SB 864: RELATING TO MOTOR CARRIERS.

Simplifies the process for filing of tariffs by common carriers by motor vehicle and contract carriers by motor vehicle with the public utilities commission. Requires every contract carrier by motor vehicle to publish the tariff for public inspection. Amends the definition of "rates" to only include the transportation component of an agreement with a tour packager or event organizer when transportation is included in that agreement. Repeals existing provisions relating to tariff filing by common carriers by motor vehicles and contract carriers by motor vehicles.

HB 1133: RELATING TO PAROLE.

Specifies that funds for discharged persons be subject to legislative appropriation. Clarifies circumstances under which the Hawaii Paroling Authority may grant early discharges. Provides the paroling authority with discretion when considering pardons for paroled prisoners and clarifies early discharge consideration of paroled prisoners is an administrative action, not an in-person hearing before the authority.

SB 1121: RELATING TO ENERGY EFFICIENCY.

Amends the solar water heater mandate to ensure that the variance for a demand water heater may only be granted if solar water heating is impracticable and cost-prohibitive, and if no renewable energy technology system can be substituted for use as the primary energy source for heating water. Clarifies that a request for a variance for a demand water heater may only be granted if the applicant attests that the applicant will also be the resident-owner of the home.

HB 707: RELATING TO INTOXICATING LIQUOR.

Exempts the appointment and removal of an administrator of a liquor commission from civil service laws and requires the appointment to be subject to the advice and consent of the legislative body of the county. Allows the commission to issue a temporary license when the applicant or the transferor or transferee, in the case of a transfer of a license, is actively challenging a tax assessment, penalty, or other proceeding that prevents the issuance of a signed certificate from the appropriate federal or state tax agency. Limits the criminal history record check requirements for applicants of liquor licenses who are corporations or other entity to those persons with management or operational authority over the liquor-related operations. Allows, rather than requires, any investigator or other employee of the liquor commission to be represented and defended in any criminal or civil cause of action arising out of an action done as part of the investigator's or other employee's duty by certain specified counsel.
