HB 215: RELATING TO COUNTY SERVICES.

Requires counties to respond within 72 hours to claims relating to disruption of water or sewer service. Subjects the counties to treble damages in civil court for failure to respond.

SB 785: RELATING TO HEALTH.

Requires medical facilities filing for bankruptcy to inform every patient or former patient by written notice prior to filing for bankruptcy that the patient or former patient is entitled to a copy of the patient's or former patient's own medical records at no charge. Requires the medical facilities to provide a paper or electronic copy of the medical records to the patient or former patient upon request.

HB 895: RELATING TO MOTOR VEHICLE INSURANCE.

Allows insurance commissioner discretion in requiring motor vehicle insurers to have claims, adjustment, and sales service at an office in the State, to facilitate access to such services by electronic technology.

HB 134: RELATING TO SPORTS.

Establishes the Hawaii Sports Task Force to plan and coordinate efforts to reestablish the Pro Bowl in Hawaii, to secure Hawaii as a host site for a National Football League preseason game, world-title soccer tournaments, mixed martial arts Ultimate Fighting Championship tournaments and other international sporting events at Aloha Stadium, and to secure and maintain Hawaii as a host site for other sporting and sports entertainment events statewide. Repeals on January 5, 2018. (HB134 HD1)

SB 225: RELATING TO HEALTH COVERAGE FOR BRAIN INJURIES.

Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage beginning 1/1/2018 for medically necessary cognitive rehabilitation therapy for survivors of traumatic brain injury. Requires coverage for up to twenty years from the date the traumatic brain injury occurred and imposes a lifetime cap of $300,000 per person. Requests the auditor to update the 2004 auditor's report on cognitive rehabilitation and report back to the legislature. (SD1)

HB 1337: RELATING TO HOUSING.

Establishes within the Hula Mae Single Family Program a housing downpayment loan program for faculty members of the University of Hawaii. Creates a subaccount for funds for the program within the Housing Finance Revolving Fund.

HB 1126: RELATING TO VESSELS AGROUND.

Clarifies that the Department of Land and Natural Resources (Department) may assume immediate control of a vessel that is grounded on state submerged lands or on a shoreline. Clarifies that the Department may assume immediate control of a vessel grounded on a sand beach, sand bar, or mudflat not in imminent danger of breaking up after the owner has been given seventy-two hours' notice to remove the vessel and has not done so.
