SB 1254: RELATING TO CONCESSIONS.

Makes subsequent amendments to concession documents subject to sealed bidding requirements. Clarifies that the grant of concession or concession space shall not exceed fifteen years of a remaining term plus any agreed extension of the term. Removes the limitations on the types of airport concessions that are exempt from the public bidding requirements.

HB 1411: RELATING TO PUBLIC LANDS.

Declares the intent of the legislature that a contested case hearing shall not be required for land leases, lease extensions, consents to subleases, or any other dispositions of public land.

HB 381: RELATING TO CONDOMINIUMS.

Creates the Condominium Dispute Resolution Commission to address disputes between a condominium owner and condominium association. Establishes a Commission Ombudsman. Allows the Commission to assess fees to pay for the Commission Ombudsman.

SB 621: RELATING TO POST-SECONDARY EDUCATION.

Requires the University of Hawaii to collaborate with the department of education and department of business, economic development, and tourism to develop and implement an interactive web tool that will enable degree-seeking individuals to make better-informed decisions regarding their post-secondary education and career choices.

HB 336: RELATING TO THE PER-PUPIL FUNDING SYSTEM FOR PUBLIC CHARTER SCHOOLS.

Requires the Legislative Reference Bureau to conduct a study on the non-facility general fund per-pupil funding system for public charter schools, to determine whether the system fulfills its statutory purpose of equalizing operational funding among the State's public schools.

SB 1118: RELATING TO AGRICULTURAL BUILDING PERMITS.

Removes exemptions from building codes and building permits for certain agricultural buildings and structures. Requires each county to establish a list of agricultural buildings and structures that are exempt from building permit regulations no later than January 1, 2018. Exempts specified buildings and structures, and their appurtenances, from certain building permit requirements.

SB 279: RELATING TO PUBLIC EMPLOYEES.

Requires public retiree contributions to the EUTF to be paid through withholdings of retirement benefit amounts from the ERS. Beginning after January 1, 2018, requires the EUTF to authorize automatic electronic payments in lieu of withholdings.

HB 507: RELATING TO ATHLETE AGENTS.

Expands the definition of "athlete agent" (who shall register with the director of commerce and consumer affairs) to include individuals who, for compensation or the anticipation of compensation, serve a student athlete as a financial adviser or business manager. Requires reciprocity for athlete agents who are registered in more than one state. Strengthens requirements for athlete agent contracts. Strengthens requirements under which athlete agents shall notify the educational institution at which a student athlete is enrolled.

HB 1340: RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT.

Extends by ten years the time period that the Department of Agriculture may certify important agricultural land qualified agricultural cost tax credits.
