HB 924: RELATING TO STATE FINANCES.

Increases the general excise tax by one percentage point for a two-year period to provide a dedicated funding source for the acquisition of agricultural lands. Establishes the Acquisition of Agricultural Lands Trust Fund to further this purpose.

SB 328: PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE CONSTITUTION OF THE STATE OF HAWAII TO AMEND THE TIMEFRAME TO RENEW THE TERM OF OFFICE OF A JUSTICE OR JUDGE AND REQUIRE CONSENT OF THE SENATE FOR A JUSTICE OR JUDGE TO RENEW A TERM OF OFFICE.

Proposes a constitutional amendment to amend the timeframe to renew the term of office of a justice or judge and require consent of the senate for a justice or judge to renew a term of office.

SB 586: RELATING TO TRANSIT ORIENTED DEVELOPMENT COMMUNITY DEVELOPMENT DISTRICTS.

Establishes transit oriented development community development districts. Authorizes the Hawaii community development authority to plan and develop infrastructure capacity at each of the transit stations established as transit oriented development community districts. Requires the authority to plan and develop infrastructure for state owned land surrounding one of the following rail stations: Aloha stadium, Kalihi, Iwilei, or leeward community college. Allows the authority to enter into public private partnerships.

HB 200: RELATING TO CONDOMINIUMS.

Broadens the scope of condominium related disputes for which an apartment owner or the board of directors can mandate mediation. Lowers the additional annual condominium education trust fund fee, used to support costs of mediation, to 75 cents times the number of condominiums units included in a registered project or association and discourages future surpluses of the fee. Specifies that any surplus funds collected for the additional annual condominium education trust fund to support mediation may be used for any education purpose provided under section 514B-71(a), HRS. Amends the conditions that mandate mediation and exceptions to mandatory mediation.

SB 873: RELATING TO AGRICULTURAL BUILDINGS.

Requires notice be given to certain county agencies at least 30 days prior to construction or installation of certain agricultural buildings and structures that are exempt from building permit and code requirements. Imposes a fine of $100 per day of violation if construction or installation begins within 30 days of notice.
