HB 1470: RELATING TO TAXATION.

Allows hosting platforms registered with the Department of Taxation to act as tax collectors on behalf of the short-term rental lodging operators. Applies the general excise tax to short-term rental lodging. Requires hosting platforms to report detailed operator information with filing of tax returns. Requires operators to keep records for at least three years. (HB1470 HD1)

HB 774: RELATING TO AGRICULTURE.

Requires the Board of Agriculture, when negotiating and executing leases for agricultural and non-agricultural park lands, to establish a preference for farmers who produce food to be consumed locally and Hawaiian plants. (HB774 HD1)

HB 793: RELATING TO ELECTRIC VEHICLES.

Specifying that places of public accommodation with at least 100 parking spaces available for public use have at least one parking space designated for an electric vehicle per 100 parking spaces, subject to certain conditions. Removing the requirement allowing owners of multiple parking facilities to designate and electrify few parking spaces than required. Establishing notification requirements and fines for noncompliance. Establishing a task force to examine and make recommendations to expand electric vehicle parking spaces in public parking lots. SB 148: RELATING TO PROCUREMENT.

Requires applicants who submit contract proposals to operate a child care program to have necessary business licenses. Exempts applicants who submit proposals to operate a child care program or group living facility from having to obtain licenses to operate under section 346-161 and chapter 321, Hawaii Revised Statutes, prior to their proposal being accepted.

HB 1571: RELATING TO ENVIRONMENTAL PROTECTION.

Establishes disclosure and public notification requirements for outdoor application of pesticides in various sensitive areas or by large-scale, outdoor commercial agricultural operations. Establishes a pilot program that creates a vegetative buffer zone around five selected schools near a commercial agricultural production area. Effective July 31, 2150. (HB1571 HD1)
