HB 656: RELATING TO SCHOOL IMPACT FEES.

Deletes school impact fee requirements for county and Hawaii Housing Finance and Development Corporation housing projects for low- and moderate-income individuals. Provides an exemption from school impact fees for housing developments constructed by nonprofit housing organizations in which the units are rented or sold to persons or families earning up to one hundred twenty per cent of the area median income. HB 1132: RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

Updates The State Uniform Controlled Substance Act consistent with federal law to authorize the prescription of drugs including buprenorphine and naloxone for detoxification treatment and maintenance treatment. Deposits fines for violation of the Act into the Controlled Substance Registration Revolving Fund. (HB1132 HD1)

SB 345: RELATING TO EMPLOYMENT SECURITY.

Clarifies Hawaii's employment security law for independent contractors. Includes twenty factors to be used as guidelines when determining whether an individual could be an independent contractor. Retains the ability of the department of labor and industrial relations to determine if an individual is an independent contractor. Requires the director of labor and industrial relations to report to the legislature prior to the regular session of 2018 regarding guidelines developed by the unemployment insurance coverage committee. Requires an annual report to the legislature regarding covered employment determinations.

SB 1202: RELATING TO TAXATION.

Allows hosting platforms registered with the department of taxation to act as tax collectors on behalf of the short-term rental lodging operators and applies the general excise tax on short-term rental lodging. Requires hosting platforms to report detailed operator information, including addresses and number of booking transactions, with the filing of tax returns and requires short-term rental lodging operators to keep records of each booking transaction for a period of at least three years. Limits the number of short-term rental lodging units that can be registered by any one operator and sets a cap of the number of nights permitted. Creates a surcharge on short-term rental lodging in the State to fund supportive services for Hawaii's homeless.
