SB 633: RELATING TO WATER SECURITY FINANCING.

Establishes a water security fund for the purpose of providing matching grants for projects related to water security; establishes eligible grantees and designates what moneys shall be deposited into the fund; imposes new water security fee. Creates a water security advisory group to advise the commission on which water security projects to select for grants. Requires annual report to legislature. Effective on 1/1/18.

HB 948: RELATING TO THE FUEL TAX.

Requires every retail dealer to conspicuously post a tax rate decal on each pump owned or leased by the retail dealer that displays the current federal fuel tax, state fuel tax, each county's fuel tax, and state license tax assessed on a gallon of gasoline and other liquid fuel sold at the pump. Establishes the tax rate decal special fund to be administered by the department of agriculture. Provides a penalty. Makes appropriation. Takes effect on January 1, 2018.

SB 1310: RELATING TO THE GREEN INFRASTRUCTURE LOAN PROGRAM.

Re-directs the Green Infrastructure Loan Program. Designates "all ratepayers" who pay the green infrastructure fee as the primary beneficiaries of the program. Requires $          of green infrastructure loans to be issued for utility-scale renewable energy generation or storage projects. Requires proceeds of the loan repayments, as well as the green infrastructure fee, to be applied to green infrastructure bond debt service payments. Terminates the green infrastructure fee upon the full payment or defeasance of the green infrastructure bonds. Terminates the Green Infrastructure Loan Program and Green Infrastructure Authority shortly thereafter.

SB 795: RELATING TO THE STATEWIDE TRAFFIC CODE.

Prohibits certain large vehicles of more than 10,000 pounds from being driven on the far left lane of any roadway having three or more lanes, with certain exceptions. Establishes a fifty-five mile per hour speed limit for trucks having a gross vehicle weight rating in excess of 10,000 pounds.

HB 28: RELATING TO EDUCATIONAL BENEFITS.

Requires the University of Hawaii at Manoa to provide its nonsupervisory blue collar employees in collective bargaining unit (1) and supervisory blue collar employees in collective bargaining unit (2), or their family members, with tuition waivers comparable to the tuition waivers provided to university faculty and their family members. SB 547: RELATING TO EDUCATION.

Allows for several factors to be weighted for the weighted student formula including but not limited to student characteristics, enrollment trends, and optimal student-teacher ratios. Requires the committee on weights to incorporate into the weighted student formula weights that account for special education teachers and support staff, enrollment increases, and the optimal student-teacher ratio at each grade level.

HB 295: RELATING TO CONTRACTOR REQUIREMENTS.

Requires contractors that build new one- and two-family dwellings to provide buyers with written information on the benefits of a residential fire sprinkler system. Requires builders to provide buyers with a written cost estimate on the costs associated with installing and maintaining the sprinkler system. Establishes violations for wilful violation of the law.
