HB 631: RELATING TO WATER.

Requires an owner or prior owner of an abandoned well to repair or seal the well at the owner's or prior owner's expense. Appropriates funds for three new positions to assist DLNR with the inspection of abandoned wells, the enforcement of well construction and pump installation standards, and enforcement of well abandonment requirements. SB 1125: RELATING TO THE STATE OF GOA, REPUBLIC OF INDIA.

Appropriates funds to DBEDT for the establishment of a State of Hawaii sister-state office in the State of Goa, Republic of India. Requires that DBEDT report at least twenty days prior to the convening of the 2018 regular session of the legislature regarding trade, economic development, business partnerships, cultural exchange, and educational exchange in the Republic of India and the State of Goa, and between the State of Goa and Hawaii. SB 660: RELATING TO ENERGY STORAGE.

Creates the energy storage market acceleration program and energy storage rebate program to be administered by the public benefits fee administrator. Establishes an energy storage system rebate for energy storage system providers and allows for rebates under the program to be paid out of the public benefits fee. Requires the public utilities commission to establish rebate amounts under the program annually. Authorizes the public utilities commission to increase the public benefits fee if necessary to fund the programs. (SD1)

HB 228: RELATING TO INVASIVE PLANTS.

Simplifies the listing process for the designation of plants on the restricted plants list and the noxious weeds list by using the Hawaii Pacific Weed Risk Assessment to prevent the importation, sale, and uncontrolled spread of invasive species. (HB228 HD2)

HB 1295: RELATING TO PUBLIC SAFETY.

Establishes a Commission on Criminal Justice and Sentencing Reform in the Governor's Office to develop sentencing and corrections policies to reduce the State's incarcerated population. Allows the Commission to make recommendations on moving or constructing a correctional facility to comply with federal guidelines and to modernize to enhance effective rehabilitation programs. Requires the Commission to develop a plan to reduce spending on corrections and reinvest into strategies to increase public safety and reduce recidivism. (HB1295 HD1)
