HB 98: RELATING TO THE CODE OF ETHICS.

Clarifies the fair treatment law by delineating limitations placed on persons who are task force members from those placed on legislators who are task force members. Clarifies that legislators are not prohibited from making statements or taking action in the exercise of their legislative functions. (HB98 HD1)

SB 257: RELATING TO FOOD SECURITY.

Establishes a temporary food security task force at the national disaster preparedness training center at the University of Hawaii to develop an emergency food plan that addresses certain food security issues resulting from an emergency, catastrophic event, or quarantine. Makes an appropriation.

HB 1599: RELATING TO SERVICE ANIMALS.

Defines emotional support animals and makes it a misdemeanor to knowingly make a misrepresentation regarding a service, or emotional support, animal.

HB 1442: RELATING TO TAXATION.

Authorizes counties that have established a surcharge on state tax prior to 7/1/2015 to extend the surcharge in perpetuity. Authorizes counties that have not established a surcharge by 7/1/2017 to establish a surcharge on state tax. Provides that the State shall retain an unspecified portion of surcharge proceeds for DOT. Requires a county's share of the county surcharge on state tax to be paid to the county on a monthly basis.

SB 493: RELATING TO COLLECTION OF RESTITUTION FOR CRIME VICTIMS.

Creates standards and procedures for income-withholding for purposes of enforcing restitution orders. Clarifies the priority of income withholding orders. Amends the definition of "debt" relating to the recovery of money owed to the State to include court-ordered restitution subject to civil enforcement. Removes the court's ability to revoke restitution ordered as part of the defendant's sentencing. Requires that any bail posted by a defendant be applied toward payment of any court-ordered restitution in the same case. Extends victims' access to adult probation records to include access to payment compliance records without a fee or surcharge. Takes effect on 1/7/2059. (SD1)

HB 1574: RELATING TO ENERGY RATES.

Requires the Public Utilities Commission to establish a tiered energy savings rate structure for customers of electric utilities. Allows the Commission to establish discounted rates for low-income customers of electric utilities. Reforms the public benefits fee. Allows the fee to be used to benefit energy efficiency advancement for low- and middle-income ratepayers and for emergency energy workforce retraining and transition programs. Authorizes the department of taxation to disclose tax return information to the public utilities commission in accordance with the purposes of this Act and applies penalties for intentional disclosure of the tax return information.
