HB 413: RELATING TO HOMELESSNESS.

Requires the Hawaii Housing Finance and Development Corporation to conduct a survey of available state-owned and state-managed housing units that could be used to provide affordable rental housing. Requires the Department of Human Services to convene a homeless summit. Appropriates funds for convening the homeless summit. (HB413 HD1)

SB 678: RELATING TO THE CAPITAL INFRASTRUCTURE TAX CREDIT.

Includes structures, machinery, equipment, and capital assets in the definition of capital infrastructure costs. Sets a new maximum amount of capital infrastructure tax credits that may be issued in any taxable year per qualified infrastructure tenant. Specifies that excess tax credits may be carried forward. Specifies that special purpose entities may qualify as a qualified infrastructure tenant. Prohibits the qualified infrastructure tenant, together with all special purpose entities, from claiming any credit in any one year that exceeds $2,500,000. Provides penalty for failure to timely file required information. (SD1)

SB 365: RELATING TO ENERGY STORAGE.

Provides an investment income tax credit for energy storage property that receives, stores, and delivers energy. Requires DOTAX and DBEDT to submit annual reports to the legislature regarding the energy storage income tax credit. Requires DBEDT to complete a study on the impacts and benefits of the tax credit and its contribution to the State reaching its energy goals. Applies to taxable years after 12/31/16.

SB 472: RELATING TO FIRE PROTECTION.

Establishes a tax credit of 30% of the actual cost, including installation, water meter, and permitting fees, of an automatic fire sprinkler system in any one- and two-family dwelling in a structure used only for residential purposes. Sunsets 6/30/2027. Effective 7/1/2050. (SD1)

SB 342: RELATING TO REMOTE SALES OF CIGARETTES AND TOBACCO PRODUCTS.

Prohibits the remote sale and shipment of cigarettes and tobacco products, including electronic smoking devices, to consumers except to licensed wholesalers or dealers and permit-holding retailers. Makes violation of the prohibition a class C felony subject to a maximum fine of $5,000. (SD1)
